Karnataka Inter-Caste Marriage Incentives Face Mounting Delays Despite Rising Applications

In Karnataka, the number of applications for inter-caste marriage incentives, which involve either a Scheduled Caste (SC) bride or groom, continues to show a steady upward trend. However, a concerning pattern has emerged where numerous eligible couples have not received the promised financial assistance, even several years after their marriage.

Official Data Reveals Significant Backlog in Payments

Data presented by Social Welfare Minister HC Mahadevappa in response to a query from BJP MLA Mahesh Tenginakai highlights the extent of pending incentives across three consecutive financial years. The figures paint a stark picture of administrative delays and funding constraints.

  • 2023-24: Out of 4,826 couples who applied for the incentive, 80 applications were rejected, while 608 eligible applicants are still awaiting payment.
  • 2024-25: Applications increased to 5,137. Although only 42 were rejected, the incentive was sanctioned to merely 801 couples.
  • 2025-26: A total of 5,402 couples applied, with 18 rejections, but just 29 couples received the financial amount.

Government Cites Funding and Seniority as Key Factors

An officer from the social welfare department, speaking on condition of anonymity, explained that Rs 3 lakh is provided for inter-caste marriages. "The applications are invited online. The incentive amount is released based on the funds available," the officer stated.

Minister Mahadevappa further clarified that incentives are disbursed on a seniority basis, contingent upon the availability of funds. This system has led to prolonged waiting periods for many applicants, causing distress among newlywed couples.

Applicants Express Heartbreak Over Delays

For those awaiting the incentive, the delay is described as heartbreaking. One applicant from Mysuru emphasized the critical role of timely financial support. "If the amount is released on time, it will help the newlywed couple start a new life. In villages, even today, couples opting for inter-caste marriages face a lot of resistance, including boycott. This incentive scheme was launched to support such couples to contribute to social reforms. So, the state government must release incentives for all immediately," the applicant urged.

The scheme, designed to promote social harmony and assist couples facing societal challenges, appears to be struggling with implementation, leaving many in limbo as they navigate the complexities of inter-caste unions.
