K Kavitha Levels Serious Corruption Allegations Against Telangana Government
In a significant development from Hyderabad, Telangana Jagruti president K Kavitha has made explosive allegations of large-scale corruption within the Greater Hyderabad Municipal Corporation (GHMC) and Hyderabad Metropolitan Development Authority (HMDA). Speaking at a press conference held at the Jagruthi office on Friday, Kavitha claimed that contracts worth crores of rupees are being awarded without following the mandatory tender process, a practice she asserts has continued and expanded under the current Congress administration.
Substantial Financial Irregularities Uncovered
Kavitha presented detailed figures to support her claims, stating that while the previous BRS government awarded works worth Rs 480 crore through similar non-tender methods, the present Congress government has dramatically escalated this practice to Rs 1,148 crore. She emphasized that this represents a direct violation of the Telangana State Financial Code, which requires tenders for any work exceeding Rs 5 lakh.
"Contracts worth Rs 1,148 crore have been awarded on a nomination basis, completely bypassing the proper tender process," Kavitha declared during her address. "This is not just irregular; it is a systematic violation of established financial protocols that opens the door to massive corruption."
Ignored Recommendations and Labor Exploitation
The political leader further revealed that these practices ignore the specific recommendations of a 2023 committee that explicitly advised against awarding contracts without tenders. More disturbingly, Kavitha highlighted the human cost of these irregularities, noting that skilled laborers in departments where contracts were awarded through nomination are being severely underpaid.
- Laborers are receiving only Rs 13,000 instead of the mandated Rs 23,000

"These contracts must be canceled immediately and re-awarded only through a proper, transparent tender process," she insisted, emphasizing that this is essential for restoring public trust in government institutions.
Questions About Special Investigation Team
The Jagruti president also raised serious questions about the status of the Special Investigation Team (SIT) formed to probe alleged irregularities in the tender process for leasing out the Outer Ring Road (ORR) to a private company. Kavitha suggested that the investigation has been suppressed due to the firm's alleged proximity to the chief minister, raising concerns about political interference in accountability mechanisms.
Kaleshwaram Project Concerns
Turning to infrastructure matters, Kavitha addressed the controversial Kaleshwaram project, stating that while she welcomes the government's decision to repair the irrigation system, she issued a stern warning against using the repairs as an opportunity for commissions or kickbacks.
"The repairs should genuinely benefit farmers, not become another source of corruption," she cautioned. In a particularly serious allegation, Kavitha claimed that the government deliberately allowed 8.5 lakh acres of land to dry up to create a narrative that the project had failed, suggesting political manipulation of essential agricultural infrastructure.
