Kerala's Vital Check Dam Project Faces Major Delays, Summer Water Crisis Looms
The construction of a critical Rs 45-crore check dam at Kollampuzha across the Vamanapuram river in Kerala has been stalled for more than six months, sparking serious concerns about drinking water availability in several parts of northern Thiruvananthapuram as summer approaches.
Project Aims and Implementation Challenges
Implemented by the Kerala Irrigation Infrastructure Development Corporation (KIIDC), this ambitious project is designed to regulate the flow of the Vamanapuram river, store water during the dry summer months, and prevent saltwater intrusion that severely affects drinking water supply in coastal areas. The delay occurred after technical flaws were identified in the original design of the check dam, according to KIIDC officials.
A senior KIIDC official explained the technical issues: "The project site is located dangerously close to the sea, and the river water turns saline during high tide. The initial design failed to adequately address this critical problem. We have now prepared a revised design that strengthens the bund structure to effectively prevent seawater intrusion."
Funding and Approval Process
The revised proposal has been submitted to the Jal Jeevan Mission, which is providing funding for the project. Construction is expected to resume only after receiving formal approval from this central government initiative. Sources closely associated with the project revealed that delays in the release of funds have significantly affected the progress of work.
Officials confirmed that the initial allocation was made during the first phase when a temporary bund was created, but subsequent funding was delayed while design revisions were being prepared. The project was strategically planned in three distinct phases:
- In the initial stage, coconut tree trunks were buried in the riverbed to create a temporary bund
- The structure was later covered with thatch and soil to facilitate construction within the enclosed area
- The final phase involves completing the permanent check dam structure
Deteriorating Temporary Structures and Water Security Concerns
Unfortunately, the temporary structures have begun deteriorating due to prolonged waterlogging after work was halted. This deterioration compounds the urgency of resuming construction. The check dam is considered absolutely crucial for maintaining water availability in the Vamanapuram river during summer, as several drinking water supply schemes in the northern belt of the capital depend entirely on the river as their primary source.
More than three lakh domestic and non-domestic water connections rely directly on this river system. During summer months, the river's flow often drops dramatically, and salt water enters the river during high tide, severely affecting drinking water supply in numerous coastal panchayats. The Kollampuzha check dam was conceived as a comprehensive long-term measure to address this persistent problem that affects thousands of households annually.
The prolonged delay not only threatens immediate water security but also represents a significant setback in Kerala's water management infrastructure development. Local communities are growing increasingly anxious as summer approaches without this critical water regulation structure in place.
