Thiruvananthapuram: In a significant move to ensure electoral integrity, the state-level Media Certificate and Monitoring Committee (MCMC) has commenced its operations in Kerala, following directives from the Election Commission of India. This initiative comes ahead of the upcoming assembly elections, aiming to regulate political advertising across various media platforms.

Committee Structure and Key Functions

The state-level committee is chaired by Additional Chief Electoral Officer P B Nooh. Its primary responsibilities include the certification of political advertisements broadcast by parties on visual and social media, as well as the vigilant monitoring of paid news content. This proactive approach is designed to maintain transparency and fairness in the electoral process.

"Recognised political parties are required to submit their applications to the committee three days prior to publishing any advertisements. In contrast, unregistered parties and individuals must adhere to a stricter timeline, submitting their applications seven days in advance," stated an official release from the Chief Electoral Officer's office on Friday.

Application Process and Compliance Requirements

Applications for certification must be meticulously prepared and submitted to the MCMC in a specified format. This submission must include:

  • Two electronic copies of the advertisement
  • Two certified copies of the advertisement's transcript

For advertisements that require modifications, the committee provides specific suggestions. These ads must be resubmitted for approval after incorporating the recommended changes. Importantly, any advertisement not approved by the committee will be considered a direct violation of the model code of conduct, potentially leading to electoral penalties.

Review of Current Applications and AI Guidelines

The state committee has already begun reviewing applications currently under consideration. Eligible applications have been granted approvals, while those needing adjustments have received constructive feedback for improvement.

"Applications in the designated format must be submitted to the CEO's office by 11 a.m. to be considered by the committee on the same day," the statement elaborated. It further highlighted a critical modern requirement: "If visuals created using artificial intelligence technology are utilized for campaigning purposes, they must clearly display the label 'AI Generated' on the visual itself."

Appeal Mechanism and Call for Cooperation

In cases where parties or individuals disagree with the committee's decision, an appeal can be made to the appellate committee, which is chaired by the Chief Electoral Officer. This ensures a fair review process and upholds democratic principles.

The Chief Electoral Officer emphasized the necessity for full cooperation from all political parties and candidates to ensure the smooth conduct of elections. Adherence to the guidelines set forth by the Election Commission of India is paramount for maintaining the credibility and integrity of the electoral process in Kerala.
