Kerala's Final Electoral Roll Published After Intensive Revision

The Election Commission of India has officially released the final voter list for Kerala, following the completion of the Special Intensive Revision (SIR) process. This comprehensive electoral roll, published on Saturday, now encompasses a total of 2.69 crore voters across the state.

Detailed Breakdown of Voter Demographics

The revised list provides a detailed demographic snapshot, including 1.31 crore male voters, 1.38 crore female voters, and 227 transgender individuals. Notably, the SIR has resulted in the removal of approximately 8,97,211 voters from the previous roll. According to EC data, the current voter count stands at 2,69,53,644, a decrease from the 2,78,50,855 recorded before the revision began in October last year.

During the SIR, election officials issued notices for hearings to 36.88 lakh voters. Of these, 53,229 individuals were ultimately excluded from the final list after due process. However, the EC has emphasized that there remains an opportunity for eligible citizens to add their names to the voter list.

Key Deadlines and Registration Procedures

The Election Commission has clarified that additions to the voter roll can be made until the last day for submitting nomination papers for the upcoming assembly elections. This provision ensures that new voters or those who missed the revision period can still participate. Additionally, the state has registered a total of 2,23,558 overseas voters, highlighting the inclusive nature of the electoral process.

District-Wise Voter Distribution Highlights

Malappuram district leads with the highest number of voters at 36,15,970, followed closely by Kozhikode with 26,57,478. Thiruvananthapuram and Ernakulam have 25,26,325 and 24,69,794 voters, respectively. In contrast, Wayanad has the lowest voter count at 6,40,947. Malappuram also tops the charts in gender-specific numbers, with 18,10,627 male voters and 18,05,303 female voters.

Accessibility and Voter ID Distribution

The final electoral roll will be displayed at all polling stations and is accessible online via the chief electoral officer's website at ceo.kerala.gov.in. For first-time voters aged 18–19 who lack a voter ID card, as well as individuals who have relocated or require corrections, EPIC cards will be distributed through booth-level officers. This initiative aims to streamline the identification process for upcoming elections.

Future Registration and Appeal Mechanisms

Citizens who turn 18 by January 1, 2026, but could not register during this revision period, along with future voters reaching adulthood after this date, can apply through voters.eci.gov.in or the ECINET mobile app via their booth-level officer. Voters are encouraged to submit applications online or offline to verify the roll, make corrections, or delete entries as needed.

Under Section 24(A) of the Representation of the People Act, 1950, individuals can file a first appeal with the district election officer against decisions made by the electoral registration officer. Furthermore, Section 24(B) allows for a second appeal to the chief electoral officer if dissatisfied with the district officer's ruling, ensuring a robust system for addressing grievances.
