In a proactive move to safeguard the city from seasonal flooding, District Collector G Priyanka has issued a stern directive to various agencies involved in Operation Breakthrough. During a comprehensive review conducted on Thursday, Priyanka emphasized the urgent need to expedite all ongoing measures aimed at preventing waterlogging in Kochi.
On-Site Inspections and Monsoon Deadline
The district collector personally visited multiple areas where Operation Breakthrough projects are currently underway. She announced that direct inspections will continue in the coming days to closely monitor progress and ensure accountability. Priyanka explicitly instructed officials associated with these projects that all work must be completed before the onset of the monsoon season.
"They should take all necessary steps to ensure that no waterlogging occurs in the city during monsoon," she stated, underscoring the critical importance of timely completion. This directive comes as part of a broader effort to enhance urban resilience and protect residents from the disruptions caused by heavy rains.
Election Constraints Hampering Progress
However, the implementation of these anti-waterlogging measures faces significant challenges due to the ongoing model code of conduct for elections. Elected members and people's representatives of the Kochi Corporation are currently limited in their ability to initiate fresh work to contain waterlogging. This regulatory constraint has slowed momentum, even though the corporation has begun efforts to desilt major canals and drains in the city.
Under normal circumstances, pre-monsoon work should have commenced in March to ensure completion before the rains arrive. The delay is compounded by the fact that most corporation officials have been deployed for election duties, leaving inadequate staff to monitor and supervise the desilting works. This staffing shortage further jeopardizes the timely execution of essential flood prevention activities.
