Kolhapur District Imposes Strict Fuel Purchase Limits to Combat Panic Buying

In response to widespread fuel shortages across Kolhapur, District Collector Amold Yedge has implemented stringent purchase restrictions effective immediately. The emergency measures, enacted under the Disaster Management Act and Essential Commodities Act, aim to stabilize supply chains disrupted by panic buying fueled by social media misinformation.

Specific Purchase Limits for Different Vehicle Types

The new regulations establish clear purchase caps based on vehicle categories:

  • Two-wheelers and motorcycles: Maximum fuel purchase of Rs 200 per transaction
  • Three-wheelers and four-wheelers: Maximum fuel purchase of Rs 2,000 per transaction

These restrictions took effect on Wednesday and will remain enforceable through March 31, 2024. Collector Yedge emphasized that adequate petroleum stocks exist within the district, but artificial scarcity has been created by unnecessary crowding at petrol pumps.

District Administration Cites Social Media Misinformation as Primary Cause

"There is an adequate stock of petrol and diesel throughout Kolhapur district," stated Collector Yedge. "However, due to misinformation spreading rapidly through various social media platforms, citizens are unnecessarily crowding petrol pumps to purchase fuel. This sudden surge in demand has created temporary shortages at multiple locations."

The collector invoked special powers granted under both the Disaster Management Act and Essential Commodities Act to implement these temporary restrictions. He specifically warned against bulk fuel purchases, stating that such actions would result in penalties against both vehicle owners and petrol pump operators.

Ambulance Services Report Significant Operational Disruptions

The fuel restrictions have created particular challenges for emergency medical services. Prashant Patil, who operates ambulance services at CPR Hospital in Kolhapur, described serious operational difficulties.

"Last night, I received an urgent call to transfer a patient from CPR Hospital to Radhanagari, approximately 50 kilometers from Kolhapur," Patil explained. "While I initially had sufficient fuel for the journey, multiple petrol pumps along the route were completely shut down. I had no choice but to request the patient's relatives to postpone the medical transfer."

Patil further detailed the inconsistent access to fuel for ambulance operators: "When we transport patients, petrol pumps provide priority refueling. However, when we attempt to refuel without patients onboard, no petrol pump is willing to fill our tanks. Additionally, we're forced to wait in queues that typically exceed ninety minutes, during which we frequently miss emergency transfer calls or must redirect patients to other available ambulances."

Administration Implements Verification and Transparency Measures

District Collector Yedge has directed District Supplies Officer Mohini Chavan to deploy inspection teams to petrol pumps where bulk fuel purchases have been reported. These teams will verify allegations and potentially seal non-compliant petrol pumps.

Regarding emergency services, Yedge clarified: "Ambulances and other essential service vehicles will receive priority access at all petrol pumps. We have mandated that every fuel station prominently display detailed information about their current stock levels, recent deliveries, and daily demand on clearly visible boards."

The administration's multi-pronged approach combines purchase restrictions, enhanced monitoring, and transparency requirements to restore normal fuel distribution throughout Kolhapur district while ensuring emergency services maintain operational capacity during this temporary period of regulated supply.
