Maharashtra Government Announces Comprehensive Relief Package for Flood-Affected Farmers

The Maharashtra government has taken a significant step to support agricultural communities devastated by last year's monsoon season. In a landmark decision, the state administration has decided to offer blanket assistance to farmers across Maharashtra who suffered losses of livestock and poultry due to floods and rain-related incidents.

Relaxed Norms for Compensation Eligibility

Relaxing earlier restrictive norms, official help will now be extended to all affected farmers without any landholding criteria and without any capping on the number of dead cattle and poultry birds. The Government Resolution (GR) formalizing this policy was issued by the Animal Husbandry and Dairying department on Friday.

Previously, only marginal, highly marginal landholders, and landless farmers were considered eligible for compensation. The new framework represents a substantial expansion of the relief program's scope and accessibility.

Expanded Compensation Limits for Livestock Losses

The revised compensation structure includes several key changes:

  • All dead or missing milch animals will now be considered for compensation, replacing the previous limit of a maximum of three large milch and draught animals per livestock farmer.
  • All dead or missing small milch animals are now eligible for assistance, instead of the earlier maximum of six small milch animals per livestock farmer.
  • All dead or missing poultry birds will be eligible for compensation, eliminating the previous cap of 100 poultry birds per livestock farmer.

Marathwada Region Severely Impacted

Marathwada emerged as one of the worst-hit regions in Maharashtra due to unprecedented floods that claimed human lives, destroyed properties, and took a heavy toll on livestock. According to official data, over 2,800 cattle were killed across eight districts in Marathwada during the last rainy season alone.

Compensation Structure Details

As per established official norms, the compensation amounts remain:

  1. Rs 37,500 for the death of each dairy animal
  2. Rs 32,000 for each draught animal
  3. Rs 20,000 per small animal
  4. Rs 4,000 per goat or sheep
  5. Rs 100 per poultry bird

Documentation Requirements and Simplified Procedures

To claim government compensation, livestock or poultry owners need to provide registration with the National Digital Livestock Mission, livestock census records, entries in government vaccination programs, or documentation with insurance firms. The state government has also eased norms related to panchanamas (official verification reports), particularly for livestock that was swept away in floodwaters.

Official and Farmer Perspectives

Regional officials from the Animal Husbandry and Dairy department expressed optimism about the policy changes. "We will inform the farming community about the latest GR and help them in accessing the compensation," a senior official stated, emphasizing that the relaxed norms will significantly benefit affected farmers.

However, farmers' leader Jayaji Suryawanshi criticized the timing of the decision. "We are just a couple of months away from the next rainy season. While the natural tragedy largely struck in September, the government has woken up from the slumber almost six months later," he remarked, suggesting the relief should have been implemented sooner.

The policy shift represents Maharashtra's acknowledgment of the extensive damage caused by monsoon floods and demonstrates an evolving approach to agricultural disaster management in the state.
