Maharashtra Government to Unveil Saffron Paper on Davos MoU Implementation

In a significant announcement during the state assembly session on Friday, Maharashtra Industries Minister Uday Samant declared that the state government will release a "saffron paper" detailing the implementation status of Memorandums of Understanding (MoUs) signed at the World Economic Forum (WEF) in Davos this year. This move aims to provide transparency and counter opposition claims regarding industrial projects in the state.

Addressing Industrial Exodus and Project Concerns

Samant highlighted that the government had previously issued a white paper in 2023 to address allegations of an industrial exodus from Maharashtra. However, he noted that the opposition continues to focus on specific high-profile projects, such as the Vedanta-Foxconn, Airbus-Tata, and Bulk Drug Park (BDP) initiatives, which have faced delays or cancellations.

  • The Davos 2026 MoUs are valued at over Rs 30 lakh crore, with a target to create 30 lakh jobs.
  • Maharashtra boasts a 75% to 80% implementation rate for these MoUs, significantly higher than the national average of 35% to 40%.
  • Projects from MoUs signed in 2025 have already been inaugurated, demonstrating rapid progress.

Financial and Infrastructure Updates

In his budget discussion reply, Samant also addressed financial matters, stating that the Brihanmumbai Municipal Corporation (BMC) has seen an increase of approximately Rs 1,500 crore in fixed deposits, contrary to allegations of depletion to fund infrastructure projects. Additionally, he mentioned that the BMC has suspended all street furniture contracts and scrapped recent tenders worth Rs 385 crore for railings due to corruption allegations.

Future Initiatives and Policy Developments

Samant revealed that the Maharashtra Industrial Development Corporation (MIDC) will introduce a new policy within two months for rehabilitating slums on its lands, modeled after the Slum Rehabilitation Authority (SRA) policy. He emphasized that apart from MIDC, MoUs were also signed by the Mumbai Metropolitan Region Development Authority (MMRDA) and the Maharashtra State Road Development Corporation (MSRDC) in Davos.

Notable Achievements:

  1. MIDC is developing its own Bulk Drug Park project, with involvement from a Hyderabad-based pharmaceutical company, after missing out on a central government project in Raigad.
  2. Recent MoUs worth Rs 44,000 crore were signed directly at Vidhan Bhavan, showcasing the state's proactive approach.
  3. Between 70% and 80% of the MoUs have attracted Foreign Direct Investment (FDI), boosting the state's economic growth.

Samant's announcements underscore the government's commitment to industrial development and transparency, as Maharashtra continues to lead in MoU implementation and job creation efforts.
