Maharashtra Government Establishes SIT to Investigate Land Acquisition Fraud in Jalgaon

In a significant development, Maharashtra Revenue Minister Chandrashekhar Bawankule announced on Wednesday the formation of a Special Investigation Team (SIT) to probe allegations of extensive fraud in land acquisition processes for national highways and other infrastructure projects in Jalgaon district. The announcement was made during a session of the state assembly, highlighting the government's commitment to addressing corruption and ensuring transparency in public projects.

Composition and Mandate of the SIT

The SIT will be headed by Nashik Divisional Commissioner Praveen Gedam, a senior administrative officer, and will include one Indian Police Service (IPS) officer and two Indian Administrative Service (IAS) officers. This diverse composition is designed to cover all criminal and administrative angles of the investigation comprehensively. Minister Bawankule emphasized that the team's report is expected to be tabled in the legislative assembly within three months, ensuring a timely resolution to the allegations.

Allegations and Scope of the Investigation

The issue was raised in the assembly by BJP legislator Mangesh Chavan, who pointed to suspected irregularities involving multiple government departments. According to Chavan, the fraud is not limited to the revenue department but extends to the National Highways Authority of India (NHAI), stamp duty department, land acquisition office, land records officials, and local revenue authorities. The allegations suggest that project maps may have been altered to benefit certain individuals, and compensation for land acquisition was not properly distributed.

Minister Bawankule elaborated on the scope of the investigation, stating, "The nature of the allegations is extensive—that not only the revenue department, but NHAI, stamp duty department, land acquisition office, land records and local revenue officials were also involved. It is necessary to investigate where the irregularities occurred, from taking the records to preparing the awards. This SIT will examine the land awards of not just one but nine villages."

Prevention of Financial Loss and Political Implications

Bawankule noted that while the compensation for land acquisition was not disbursed, preventing any immediate financial fraud on the government, there remains a suspicion of attempted cheating. He added, "So, we stopped the fraud in time. Therefore, there has been no financial fraud on govt. However, was there an attempt to cheat govt? Were project maps changed for certain people? The SIT will investigate all these matters."

In a politically charged allegation, BJP's Mangesh Chavan implicated NCP (SP) MLC Eknath Khadse in the land transactions, calling for a thorough probe. Khadse, who previously served as an MLA from Muktainagar in Jalgaon, has not yet responded to these claims. The investigation is expected to scrutinize his involvement and other potential political connections, adding a layer of complexity to the case.

Broader Context and Impact

This investigation comes amid growing concerns over corruption in land acquisition processes across India, particularly for large-scale infrastructure projects. The Jalgaon case highlights the need for stricter oversight and accountability mechanisms to prevent such frauds in the future. The SIT's findings could lead to significant reforms in how land acquisition is conducted in Maharashtra, potentially setting a precedent for other states.

As the probe unfolds, stakeholders, including local communities affected by the projects, will be closely monitoring the outcomes. The government's swift action in forming the SIT demonstrates a proactive approach to addressing public grievances and upholding the rule of law in developmental activities.
