Maharashtra Village Imposes Strict Penalty for Abusive Language Targeting Mothers and Sisters
In a significant move to promote respect and dignity, the Kolgaon gram panchayat in Ahmednagar district's Shrigonda taluka has passed a resolution to penalize individuals who use abusive language involving someone's mother or sister. This groundbreaking decision was made during a special women's gram sabha convened on Sunday, coinciding with International Women's Day celebrations.
Women-Led Initiative Sparks Village-Wide Change
The idea originated from Puja Jagtap, a member of a self-help group and an agricultural family, during a felicitation program honoring women achievers in the village. Kolgaon, with a population of approximately 9,000 residents from diverse castes and religions, primarily depends on agriculture for its livelihood. The gram sabha was chaired by senior anganwadi sevika Shakuntala Deshmukh, in accordance with government directives.
Sarpanch Purushottam Lagad explained to TOI that the event recognized women for their notable contributions to agriculture and other fields. "It was during this gathering that Puja Jagtap proposed taking action against villagers who use derogatory expressions referring to someone's mother or sister," Lagad stated. This proposal ignited a detailed discussion among the attendees.
Implementation and Safeguards Against Misuse
After thorough deliberation, the gram sabha decided to impose a fine of Rs 500 on anyone found using such abusive language. To prevent potential misuse of this rule, it was agreed that fines would only be levied when digital evidence, such as audio or video recordings, is provided. "Since the proposal came from women, the panchayat has encouraged them, and if necessary, their children, to take the lead in identifying offenders," Lagad added. The collected fines will be allocated towards village development projects, ensuring the community benefits directly from the initiative.
Puja Jagtap emphasized the urgency of this measure, telling TOI, "Insulting someone by referencing their mother or sister has become alarmingly common. Girls grow up to become women who shoulder family responsibilities, and their identities should not be demeaned to the point where such abuses are accepted casually."
Additional Resolutions for Community Betterment
In addition to the anti-abuse resolution, the gram sabha passed another measure focused on cleanliness. Residents are now urged to maintain cleanliness at their homes and commercial establishments. Violations, based on photographic evidence submitted to the gram panchayat, will result in a fine of Rs 100.
Furthermore, Lagad highlighted an existing rule that has been in place for the past year: village children study from 7 PM to 9 PM without any television or cellphone usage at home. This rule is strictly followed by parents as well, fostering a conducive environment for education and family bonding.
This series of resolutions underscores Kolgaon's commitment to fostering a respectful, clean, and progressive community, driven by the active participation of its women members.
