Bihar Govt Shakes Up Administration: 21 IAS, 71 IPS Officers Transferred
Major Bihar Bureaucratic Reshuffle: 92 Officers Transferred

In a significant move aimed at bolstering administrative efficiency and law enforcement, the Bihar government on Friday executed a sweeping bureaucratic reshuffle. The state administration transferred a total of 21 Indian Administrative Service (IAS) officers and 71 Indian Police Service (IPS) officers across key positions.

Major Overhaul in IAS Cadre

The administrative reshuffle impacted senior IAS officials holding pivotal roles in district administrations, municipal corporations, and development bodies. Officers in the ranks of Deputy Development Commissioner (DDC), Town Commissioner, and Sub-Divisional Officer (SDO) were reassigned. The reshuffle also included one officer who was awaiting a posting.

Sameer Saurabh, who served as the DDC and CEO of Zila Parishad in Patna, has been appointed as the Managing Director (MD) of COMFED in Patna. In another key move, Deepak Kumar Mishra, the Commissioner of Biharsharif Municipal Corporation, was posted as Joint Secretary in the Chief Minister’s Office (CMO) in Patna. He has also been given the additional charge of Mission Director for the Bihar Vikas Mission.

Other notable IAS postings include Abhishek Palasia, the DDC and Zila Parishad CEO of Khagaria, who is now the Town Commissioner of Gaya Municipal Corporation. Kumar Nishant Vivek, the DDC and Zila Parishad CEO of Gopalganj, has been posted as the Town Commissioner of Biharsharif Municipal Corporation in Nalanda district.

The reshuffle extended to numerous other districts, ensuring a wide-ranging realignment. Officers were shifted across Purnia, Motihari, Bhagalpur, Gopalganj, West Champaran, Kaimur, Saharsa, Muzaffarpur, Patna Sadar, Katihar, Naugachhia, and Sheikhpura.

Extensive Reshuffle in Police Leadership

Simultaneously, the state government undertook a massive transfer within the IPS cadre, affecting 71 officers. The reshuffle encompassed senior officials from the ranks of Director General (DG), Additional Director General (ADG), Inspector General (IG), Deputy Inspector General (DIG), and Senior Superintendent of Police (SSP), as well as district Superintendents of Police (SP) across 38 districts.

Among the top-level postings, Prita Verma, a 1991-batch officer, was appointed as the Chairperson and Managing Director of the Bihar Police Building Construction Corporation. Kundan Krishnan was made the DG of the Special Task Force (STF) and Special Branch, while Sunil Kumar was appointed as the Additional DG (Headquarters).

Dr. Amit Kumar Jain was posted as the ADG of the Prohibition and State Narcotics Control Bureau. Key DIG postings included Manoj Kumar as IG of Patna (Headquarters) and Anand Kumar as DIG (Law and Order) of Patna.

The transfers also reassigned SPs and SSPs to critical positions statewide. Sagar Kumar is now the Patna Traffic SP, Santosh Kumar takes charge as SP of Kishanganj, and Kantesh Kumar Mishra becomes the SSP of Muzaffarpur. Other significant postings include new SPs for districts like Gopalganj, Araria, Siwan, Vaishali, and Jehanabad.

Implications of the Administrative Reshuffle

This large-scale bureaucratic reshuffle is seen as a strategic effort by the Bihar government to inject fresh energy and perspective into the state's administrative and police machinery. By moving experienced officers to new challenges and filling key vacancies, the administration aims to enhance governance, improve public service delivery, and strengthen law and order.

The wide geographic spread of the transfers indicates a focus on district-level administration, which is crucial for implementing state policies and schemes effectively. The parallel overhaul in the police leadership underscores the government's priority to maintain robust law enforcement across all regions of Bihar.
