Shirsat made these comments during a function organized to induct a new fire brigade vehicle for the CSMC, an event intended to highlight civic improvements. He stated that the municipal corporation operates under a shadow due to the building's location, overshadowing the initiative to strengthen firefighting capabilities.

The minister elaborated, "The place where the building stands was earlier used for burials. Since it is part of a burial ground, spirits can be seen here, and they make people restless." His remarks prompted laughter from the audience, but he persisted, proposing relocation as a solution. "If you want freedom from this, construct the building at a proper place. The city needs to improve. Even these souls will find peace, and you too will be relieved," he added, while also mentioning the need for proper funding for a new structure.
