MP Cabinet Approves Historic 4x Compensation for Rural Land Acquisition
In a landmark decision aimed at bolstering farmer welfare, the Madhya Pradesh cabinet has approved a significant increase in compensation for agricultural land acquisition. The new policy will see compensation for rural land rise to four times the existing market rate, specifically the collector's guideline rates, when acquired by state or central government agencies.
Details of the Compensation Revision
Chief Minister Mohan Yadav announced the decision during a press conference at his official residence in Bhopal. He clarified that while compensation for urban land within municipal limits will remain at double the market rate, rural agricultural land compensation will be doubled from its current rate, effectively making it four times the collector's guideline rates.
"What we have done is raise the compensation for acquisition of rural land from factor one to factor two. The compensation for urban land will remain in factor one," Yadav stated, emphasizing the government's commitment to farmers during the declared 'Year of Farmers' Welfare' in 2026.
Rationale Behind the Decision
The Chief Minister explained that this move is designed to benefit both farmers and the government. Farmers, who hold their land dearly, will be more willing to part with it for development projects when offered quadruple the market rate as compensation. This, in turn, is expected to expedite infrastructure projects that often face delays due to compensation-related disputes and agitation.
"At a time when the government is investing Rs 75,000 crore annually in infrastructure development, projects should not get needlessly entangled in agitation, litigation or any other hindrance," Yadav remarked, highlighting the strategic importance of this policy change.
Implementation Timeline and Process
The government began working on revising the compensation model for acquired rural land in November 2025. This process was advanced with the formation of a cabinet sub-committee on January 13, which recommended the 100% hike in compensation for rural land, finalizing it at four times the collector's guideline rates.
Financial Implications and Government Assurance
When questioned about the state's ability to fund this increased compensation alongside existing welfare schemes like 'Ladli-Behna', given rising public debt, CM Yadav provided reassurance. "We are constantly expanding the size of our budget with the eventual target of doubling it in the next five years. We are availing loans according to guidelines laid down by the Niti Aayog. You must remember that there has not been a single instance of overdraft in my regime," he asserted, underscoring fiscal responsibility.
Current Compensation Structure
Prior to this decision, compensation for both urban and rural land in Madhya Pradesh was set at double the market rate. The new policy specifically targets rural agricultural land, significantly enhancing the compensation framework to address long-standing farmer concerns and facilitate smoother project implementation across the state.
