Madhya Pradesh Excise Department Revises Liquor Shop Auction Strategy

In a strategic move to auction the remaining liquor shops across the state, the Madhya Pradesh excise department has implemented significant changes to its bidding process. The department has decided to accept bids for individual liquor shops, in addition to groups of shops, aiming to attract more participants and ensure a successful auction before the new financial year begins on April 1.

Reduction in Reserve Prices to Stimulate Interest

Earlier, the excise department had announced a 10 percent reduction in the reserve prices or base prices for shops that have not yet been auctioned. This decision comes after initial rounds of bidding, where the reserve price was set 20 percent higher than the bidding price received last year. However, this approach led to a lack of interest in several key districts, including Bhopal and Jabalpur, where a majority of shops remained unsold.

Challenges in Auctioning Liquor Shops Across Districts

The auction process has faced hurdles in multiple districts, with a large number of liquor shops still unauctioned. Among the affected areas are Bhopal, Jabalpur, Ratlam, Katni, Shajapur, Alirajpur, Damoh, Jhabua, and Neemuch. As of Wednesday, when the bidding process entered its eighth round, only 60 percent of the total liquor shops across the state have been successfully auctioned.

Government's Financial Targets and Auction Goals

The state government has set an ambitious target to generate more than Rs 19,000 crore from liquor shop auctions this financial year. To achieve this goal, the excise department has modified the terms and conditions of the bidding process. The changes are designed to create a more flexible and appealing auction environment, encouraging bidders to participate and ensuring that all remaining shops are sold before the deadline.

Key Modifications in the Auction Process:

  • Acceptance of bids for single liquor shops, in addition to groups.
  • A 10 percent reduction in reserve prices for unsold shops.
  • Adjustments to terms and conditions to attract more bidders.

The excise department's proactive measures highlight the importance of the liquor auction in meeting the state's revenue targets. By adapting the auction rules, the department aims to overcome previous challenges and ensure a successful conclusion to the bidding process.
