MSEDCL Reports 130 Monthly Bounced Cheques in Chhatrapati Sambhajinagar Zone
The Maharashtra State Electricity Distribution Company Ltd (MSEDCL) is grappling with a significant issue of bounced cheques in the Chhatrapati Sambhajinagar zone, with officials reporting an average of four cases daily as the financial year-end recovery drive intensifies. This alarming trend has prompted the state power utility to issue stern warnings about potential criminal proceedings for consumers who fail to make proper payments.
Monthly Bounced Cheque Statistics Reveal Widespread Problem
According to comprehensive MSEDCL data, approximately 130 cheques bounce every month across the zone, which encompasses both Chhatrapati Sambhajinagar and Jalna districts. Pawan Kumar Kachhot, zonal chief engineer at MSEDCL, identified multiple causes for these payment failures, stating, "The primary reasons include incorrect dates, physical damage to cheques, mismatched signatures, incorrect payee names, and insufficient funds in consumer accounts."
Immediate Financial Penalties and Legal Consequences
The consequences for bounced cheques are both immediate and substantial. Consumers face a base penalty of Rs750, which, when combined with bank charges and GST, totals Rs885 per bounced cheque. This amount, along with any applicable late payment charges, is automatically added to the consumer's following month's electricity bill.
Beyond financial penalties, MSEDCL is now prepared to pursue legal action against defaulters. Dnyaneshwar Ardad, public relations officer for the zone, clarified the legal position: "Under Section 138 of the Negotiable Instruments Act, 1881, criminal proceedings can be initiated against customers whose cheques bounce. Once we receive an official 'cheque return memo' from the bank, the customer will be served a formal notice. If outstanding dues remain unpaid within 15 days of that notice, MSEDCL will proceed with filing criminal charges."
Digital Payment Alternatives and Incentives
To mitigate these payment issues and streamline collections, MSEDCL has strongly encouraged consumers to transition to online payment methods. The utility offers a 0.25% discount on electricity bills for payments made through digital channels including credit/debit cards, UPI, internet banking, or digital wallets via the official MSEDCL website (www.mahadiscom.in) and the company's mobile application.
Officials emphasized that digital payments provide dual benefits: not only do they offer financial incentives through discounts, but they also eliminate the risks associated with physical cheque errors and the subsequent legal or financial penalties that accompany bounced cheques. This shift toward digital transactions represents a strategic move by MSEDCL to improve payment reliability and reduce administrative burdens as the fiscal year concludes.
