Chairperson Raises Alarm Over Low Bidding Trend

The issue was flagged by standing committee chairperson Shivani Dani Wakhare, who cautioned against awarding contracts at rates drastically below estimated costs. "If bids are going 30%-40% below estimates, how will quality be ensured?" she questioned during the meeting. Wakhare underlined the potential risks of compromised construction standards and future repair burdens, urging the NMC to seek expert opinion on this serious trend that could undermine infrastructure reliability.

Contentious Projects Approved Despite Concerns

Despite these quality concerns, the committee cleared several key proposals, including two particularly contentious tenders from the public works department:

While civic officials maintained that all tenders followed due procedure and existing norms, insiders admitted that repeated ultra-low bidding could adversely impact infrastructure durability. Cement roads in particular have already faced criticism in several parts of the city for poor quality, premature wear, and frequent repair requirements.

Major Project Approvals Across Nagpur

Among the significant clearances, the standing committee approved several substantial projects:

  1. A Rs3.67 crore project for construction of Bajirao Sakhare Kids Library in Ashi Nagar, awarded to a contractor quoting 28.20% below the estimate
  2. Rs1.52 crore sanctioned for the supply of labour and machinery for road recarpeting through the NMC's hotmix plant
  3. Multiple cement road works across Ashi Nagar and other zones
  4. Rs2.80 crore for cement road along the Krishna Marketing-NMC bus charging station stretch
  5. Rs1.44 crore for construction of a nullah retaining wall near YWCA in Dharampeth
  6. Rs1.94 crore for a basketball ground at Mor Hindi School in Ramdaspeth

Gandhibagh Garden Proposal Sparks Political Row

A separate Rs31.36 lakh proposal to install ethylene propylene diene monomer flooring at Gandhibagh garden triggered a political controversy during the meeting. Congress corporator Wasim Khan strongly opposed the expenditure, questioning the rationale behind spending public funds on a facility already maintained by a private agency that collects entry fees.

"When a private firm is managing the garden and earning revenue, why should public money be spent again?" Khan asked during the proceedings. Despite this objection, the standing committee ultimately approved the proposal, adding to the contentious nature of the meeting's decisions.

Long-Term Implications for Nagpur's Infrastructure

Although the administration cleared all listed agenda items, the debate over balancing cost efficiency with construction quality dominated the meeting. Experts have consistently warned that excessive underbidding often leads to the use of substandard materials, execution delays, and eventual cost escalations — concerns now increasingly echoed within the civic body itself.
