Nagpur Contractors Advocate for Demand Draft System to Curb Low Bidding in Civic Projects
In Nagpur, contractors have formally requested the Nagpur Municipal Corporation (NMC) to reinstate the practice of submitting performance security through demand drafts instead of bank guarantees. This appeal was made to Shivani Dani Wakhare, the chairperson of the NMC standing committee, amid escalating worries about contractors quoting rates significantly below estimated costs for civic works.
Rising Concerns Over Unrealistic Bidding Practices
The NMC Contractors Welfare Association, led by president C Vijay Nayudu, submitted a representation highlighting a troubling trend where contractors are bidding 30% to 40% below the estimated rates. This practice, they argue, is compromising the quality of civic projects and fostering unhealthy competition within the industry. The association emphasized that such low bids often lead to delays and substandard work, issues that have been consistently reported by local media.
Proposed Reforms to Ensure Financial Accountability
To address these challenges, the association has proposed making performance security mandatory in the form of a demand draft. Under this system, contractors would be required to upload the draft during tender submission and physically submit it within three working days. This measure aims to deter unrealistic bidding by ensuring that only financially capable contractors participate in tenders, thereby reducing the risk of contractors backing out after quoting low rates.
The representation further noted that genuine contractors are being marginalized due to aggressive underbidding, forcing many to take undue financial risks to secure work. Implementing the demand draft system, they claim, would naturally limit contractors from undertaking projects beyond their capacity and help minimize irregularities in the tender process.
Additional Recommendations for Tender Process Improvement
Beyond the demand draft proposal, the association has suggested several other reforms to enhance the transparency and efficiency of the tender process. These include:
- Mandating the upload of location sketches and detailed drawings before floating tenders.
- Conducting random site inspections prior to finalizing estimates to ensure accuracy.
- Establishing a simplified system for revising estimates in cases of genuine errors.
- Consolidating all tender-related activities under a single department rather than multiple wings of the civic body to streamline operations.
Call for Open Dialogue and Implementation
The contractors' association has expressed its readiness for an open discussion with the chairperson and other stakeholders before these proposals are implemented. They have sought a meeting to further elaborate on their concerns and collaborate on solutions that can improve the overall quality and reliability of civic works in Nagpur.
This move underscores the growing need for systemic reforms in municipal contracting processes to ensure that public projects are executed efficiently and to high standards, safeguarding both taxpayer money and community infrastructure.
