Patna: With his successful election to the Rajya Sabha on Monday, JD(U) president and Chief Minister Nitish Kumar is poised to enter an elite circle of Bihar political leaders who have served as members of all four legislative houses. This distinguished group includes those who have represented constituencies in the Lok Sabha, Rajya Sabha, Bihar legislative assembly (Vidhan Sabha), and Bihar legislative council (Vidhan Parishad).
Completing the Rare Legislative Full Set
Nitish Kumar will formally enter this exclusive club after taking his oath as a Rajya Sabha member following April 9. Having previously served in the Vidhan Sabha, Vidhan Parishad, and the Lok Sabha throughout his extensive political career, his upcoming Rajya Sabha entry completes what political observers describe as a rare "full set" of legislative experience.
This achievement places Kumar in distinguished company within Bihar's political landscape. Following his longtime political rival Lalu Prasad Yadav, Nitish Kumar will become only the second sitting Bihar chief minister to have served in all four legislative houses.

According to detailed legislative records, Lalu Prasad Yadav first entered the Lok Sabha from Chhapra in 1977 and subsequently served multiple terms in the lower house of Parliament. He entered the Rajya Sabha in 2002, adding another dimension to his parliamentary experience. Yadav was elected to the Bihar assembly from Sonpur in 1980 and served several terms in the Vidhan Sabha. Additionally, he was a member of the Bihar Legislative Council from 1990 to 1995 while simultaneously serving as chief minister of the state.
Sushil Kumar Modi, another prominent Bihar leader with this distinction, represented Bhagalpur in the Lok Sabha from 2004 to 2005. He was elected unopposed to the Rajya Sabha in December 2020 to fill the vacancy created by the death of veteran leader Ram Vilas Paswan. Modi represented Patna Central in the Bihar Assembly for three consecutive terms (1990, 1995, and 2000) and served as a member of the Bihar Legislative Council from 2006 to 2020.
