Nitish Kumar to Bureaucrats: Ensure Swift Scheme Execution

Chief Minister Nitish Kumar issued a strong directive to senior bureaucrats on Wednesday, emphasizing the need for swift and effective implementation of government schemes. He stated that timely execution is critical to achieving the ambitious goal of transforming Bihar into one of the five most developed states in India.

Inauguration of Manthan 2025 and Key Directives

The Chief Minister delivered this message after inaugurating "Manthan 2025," a significant two-day workshop organized for all divisional commissioners and district magistrates (DMs). The event was held at the Bihar Institute of Public Administration and Rural Development (Bipard) in Gaya. Kumar stressed that the efficient delivery of welfare programmes is fundamental to fulfilling the aspirations of Bihar's people.

Addressing the gathered officials, he called upon them to work with sensitivity, dedication, and honesty, maintaining a strong commitment to public welfare. "People have high expectations from all of you," he told the senior administrators.

Infrastructure Inauguration and Workshop Proceedings

During his visit to the Bipard campus, the CM inaugurated several new facilities. These included a samvad vatika, a yoga complex, the Bipard lawn, a nakshatra van, a rejuvenated Brahmayoni sarovar (pond), a horse-riding track, the Vikramshila library, a motor vehicle training centre, space and Bipard galleries, and a centre of excellence. He also released important manuals prepared by Bipard, covering training methodologies, capacity-building initiatives, and internal administrative management.

The Manthan workshop featured high-quality thematic sessions led by experts and senior administrators. Chief Secretary Pratyaya Amrit outlined the state's vision for citizen-centric administration in a session on "responsive governance." Other notable participants included Gaya DM Shashank Shubhankar, who highlighted field-level initiatives, and Keshav Varma, chairman of a high-level committee on urban planning in Gujarat, who led a discussion on urban governance.

Legal Insights and Concluding Day Agenda

State Advocate General P K Shahi deliberated on the legal framework for effective administration, while Muzaffarpur DM Subrat Kumar Sen shared practical legal-administrative experiences from the field. The workshop was also addressed by Additional Chief Secretary-cum-Bipard Director General B Rajender, Secretaries to the CM Anupam Kumar, Kumar Ravi, and Chandrashekhar Singh, among others.

The second and final day of Manthan 2025, scheduled for Thursday, will feature a special session on public-private partnership and infrastructure development. Deputy Chief Minister Samrat Chaudhary is set to address the concluding session.

CM's Visit to Mahabodhi Temple

Following the inauguration, Chief Minister Nitish Kumar visited the world heritage site, Mahbodhi Mahavihara in Bodh Gaya. He offered prayers for the happiness, peace, and prosperity of the state. The office-bearers of the Bodh Gaya Temple Management Committee presented him with a memento and a leaf from the sacred Bodhi (peepal) tree.
