Nagpur Municipal Corporation's ₹20 Crore Renovation Splurge Amid Financial Crisis
Nagpur: The Nagpur Municipal Corporation (NMC) is currently navigating severe financial distress, struggling to maintain playing equipment across the city's approximately 200 gardens and striving to achieve its ambitious budget target of ₹5,565 crore. Despite these pressing financial challenges, the civic body has allocated nearly ₹20 crore for renovating the chambers of the mayor, 12 subject committees, and political party offices, sparking significant debate over its priorities.
Financial Strain and Questionable Expenditure
This substantial expenditure occurs while the civic administration awaits around ₹550 crore in outstanding dues from the state government, accumulated over several years. Officials emphasize that these funds are critical for executing essential development projects and maintaining basic municipal services throughout Nagpur.
Records indicate that renovation and refurbishment efforts are actively underway in approximately 22 rooms at the NMC headquarters. These include chambers for the mayor, deputy mayor, standing committee chairman, transport committee chairman, leader of the house, leader of the opposition, various subject committees, and party offices. According to officials, the decision to undertake repairs and modernization was prompted by damage from termite infestation and seepage in the old chambers.
Scale of Renovation and Ceremonial Spending
However, the magnitude of spending has raised eyebrows within civic circles. Sources within the administration reveal that new air conditioners, furniture, sofas, refrigerators, and wall paneling are being installed in most of these chambers. In total, around 47 air conditioners were replaced across nearly 24 rooms in older buildings, reportedly at the insistence of newly elected representatives.
The spending spree extended beyond renovations to ceremonial events following the Bharatiya Janata Party's (BJP) return to power in the civic body after a four-year gap. Officials confirmed that ₹19 lakh was spent on tents, stage arrangements, and decorations for the swearing-in ceremony of the mayor and deputy mayor. A similar amount was allocated for felicitating the former mayor and deputy mayor, and for the oath-taking ceremonies of the standing committee and transport committee chairpersons.
Public Criticism and Administrative Concerns
These arrangements included sofas, fans, stage décor, flower arrangements, generators, and round-the-clock tent installations. What has further irked visitors and civic activists is that the stage and tent structures erected on the green lawns of the NMC headquarters on March 2 remained in place for four days after the event, raising concerns about wastage of public funds and administrative apathy. Some leaders suggested the structures might be retained for upcoming special committee oath-taking ceremonies, indicating they could remain on the premises for several more days.
The renovation works are reportedly being carried out without inviting fresh tenders, with officials stating the projects are executed under existing rate contracts. However, sources claim the contractors involved are allegedly close to certain office-bearers, rather than the originally listed vendors.
Citizen Outcry and Official Response
With the civic body repeatedly citing financial constraints and revenue shortfalls, citizens visiting the headquarters have questioned the necessity of such massive expenditure on chambers and ceremonial events. Senior officials noted that details of the total expenditure are still being compiled, but preliminary estimates suggest renovation and related expenses could exceed ₹20 crore.
"If the corporation is claiming financial distress, why spend crores on refurbishing offices and lakhs on ceremonies?" asked a concerned visitor, echoing widespread public sentiment.
This situation highlights a stark contrast between the NMC's declared financial struggles and its substantial spending on infrastructural upgrades and ceremonial activities, fueling debates over fiscal responsibility and civic governance priorities in Nagpur.
