Odisha Chief Minister Takes Strong Stance Against Fertilizer Hoarding
In a decisive move to safeguard agricultural interests, Odisha Chief Minister Mohan Charan Majhi has issued stringent directives to district collectors to combat fertilizer hoarding and black marketing ahead of the crucial Kharif season. The CM emphasized that strict actions, including filing First Information Reports (FIRs) and canceling licenses, must be taken against offenders to ensure equitable distribution.
Addressing Supply Chain Vulnerabilities Amid Global Tensions
The urgency of these measures stems from global supply disruptions caused by the ongoing conflict in West Asia, which has significantly impacted fertilizer production worldwide. During a high-level virtual meeting with district magistrates, CM Majhi highlighted the need for constant monitoring to prevent farmers from being forced to purchase fertilizers at inflated prices during this critical agricultural period.
"We must go beyond paper statistics and focus on last-mile delivery," Majhi asserted, stressing that every farmer, particularly small and marginal ones, should receive fertilizers at fair prices without any exploitation.
Current Fertilizer Stock and Distribution Infrastructure
Agriculture Department Commissioner-cum-Secretary Sachin Ramchandra Yadav provided detailed insights into the state's fertilizer situation. The Central government has allocated 11.42 lakh metric tonnes of fertilizers to Odisha for this year. As of April 15, the state had 3.61 lakh metric tonnes available against an April requirement of 79,630 metric tonnes.
Odisha currently maintains a robust distribution network with 1,029 wholesale dealers and 12,093 retail outlets. The state's fertilizer stocks include 1.77 lakh metric tonnes of urea and over 60,000 metric tonnes of Diammonium Phosphate (DAP), with supplies from fertilizer companies remaining stable.
Strengthening Enforcement and Monitoring Mechanisms
To prevent leakages and ensure proper utilization, CM Majhi has implemented multiple enforcement strategies:
- Surprise Inspections: District collectors have been instructed to conduct unannounced checks at wholesale and retail points to detect irregularities.
- Border Security Measures: Officials must strengthen checks at border posts in coordination with police and agriculture departments to prevent smuggling of fertilizers to neighboring states.
- Vehicle Monitoring: Suspicious vehicles should be inspected under the Fertilizer Movement Control Order to curb illegal transportation.
The state has already demonstrated its commitment by canceling licenses of six dealers found violating regulations. Majhi warned that no laxity would be tolerated in preventing hoarding of subsidized fertilizers.
Combating Diversion and Enhancing Grassroots Oversight
A significant concern addressed during the meeting was the diversion of subsidized urea meant for agricultural purposes to industrial sectors such as resin, plywood, and animal feed manufacturing. To counter this, district-level task forces have been activated to monitor and prevent such misuse.
Furthermore, the CM directed the formation of fertilizer monitoring committees at the panchayat level to ensure localized oversight. Of Odisha's 6,794 gram panchayats, 6,229 have already established these committees, representing substantial progress in decentralized governance.
Digital Transformation for Transparent Distribution
Emphasizing transparency and efficiency, CM Majhi pushed for mission-mode digital registration of farmers across the state. Currently, only 15 lakh of Odisha's 44 lakh farmers have been issued Digital Farmer IDs. Completing this digitalization process will not only ensure fair fertilizer distribution but also facilitate easier access to various government welfare schemes.
"The completion of digital farmer registration is crucial for creating a transparent system that benefits every agricultural stakeholder," Majhi remarked, underscoring the government's commitment to technological solutions for governance challenges.
These comprehensive measures reflect the Odisha government's proactive approach to securing agricultural inputs during a period of global uncertainty, ensuring that farmers can proceed with Kharif season preparations with confidence and adequate resources.
