Odisha Government Unveils Comprehensive Road Maintenance Framework

The Odisha government has taken a significant step toward enhancing the state's transportation infrastructure by issuing a detailed set of guidelines for the maintenance of state highways, major district roads, and other district roads. This initiative aims to provide safe, sustainable, and efficient connectivity for both people and goods, while simultaneously improving the overall quality and durability of the road network across the region.

Structured Mechanism for Zero Complaints and Full Accountability

The Public Works Department (PWD) has rolled out a structured mechanism designed to ensure zero complaints and establish full accountability across all sections of PWD roads, with a particular focus on urban areas. According to the new guidelines, every stretch of road must fall under one of three categories: ongoing development work, a defect liability period (DLP), or a designated maintenance contract. Contractors responsible for road development projects are mandated to ensure the upkeep of those stretches during the DLP, holding them accountable for any issues that arise.

Implementation of Short-Term and Performance-Based Maintenance Contracts

For all other road stretches, the government will adopt either short-term maintenance contracts (STMC) or performance-based maintenance contracts (PBMC), depending on the specific road condition and development timeline. STMCs will be implemented on stretches where development work is likely to commence within a year. These contracts, typically spanning one year, are intended to bridge the gap until major construction begins.

In contrast, PBMCs are considered a long-term maintenance model and will be applied to structurally sound stretches where no major widening or upgrading is planned for the next five to seven years. The PBMC model is structured around three distinct components:

  • Rectification: To be completed within six months, covering essential repairs such as pothole filling, crack sealing, concrete slab replacement, culvert cleaning, jungle clearance, and signage installation.
  • Periodic Maintenance: Includes profile correction, patchwork, bituminous concrete overlays, shoulder repair, and road marking to maintain road integrity over time.
  • Routine Maintenance: Conducted on a monthly lump-sum basis, with a benchmark cost set at Rs 5.13 lakh per kilometer per year to ensure consistent upkeep.

Annual Planning and Budget Allocation Streamlining

To facilitate efficient maintenance, the PWD has directed its engineers to prepare annual maintenance requirements between October and December each year. This strategic timing allows the government to issue sanctions and complete bidding processes before the end of the financial year, ensuring timely implementation. Additionally, the department has streamlined budget allocation, ensuring that maintenance funds are routed through appropriate mechanisms to support these initiatives effectively.

Digital Monitoring and Quality Control Enhancements

In a move to enhance transparency and accountability, the department has introduced a software or mobile app-based defect monitoring system. Field engineers will upload real-time defect data, timelines, and action taken reports, enabling automated penalty calculations and compliance tracking. This digital approach aims to reduce delays and improve response times to road issues.

Furthermore, frequent inspections and quality control checks will be conducted in accordance with guidelines from the Indian Roads Congress and the Ministry of Road Transport and Highways. These measures are designed to uphold high standards and ensure that maintenance work meets regulatory requirements, ultimately contributing to safer and more reliable roads for all users in Odisha.
