Odisha Government Implements Strict Summer Work Guidelines to Safeguard Laborers from Heatstroke

The state government of Odisha has proactively issued comprehensive fresh guidelines aimed at preventing heatstroke among workers during the upcoming summer months. This initiative is spearheaded by the Labour and Employees’ State Insurance department, which has directed all revenue commissioners, district collectors, and the State Labour Commissioner to take immediate and necessary steps to protect workers from the dangers of extreme heat.

Key Restrictions on Outdoor Work Hours

As per the official directive, a critical measure has been implemented: from April 1 to June 15, workers should not be engaged in any outdoor work between 11 am and 3 pm. This period has been identified as when the heat is most intense, posing significant health risks such as dehydration, heat exhaustion, and potentially fatal heatstroke.

Compliance Mandate for Employers

The government has issued a strong appeal to all departments, private employers, industrial and commercial establishments, shop owners, and contractors to strictly comply with these instructions. Employers are advised to adjust working hours accordingly to prioritize the safety and well-being of laborers.   • Providing shaded rest areas where workers can take breaks and cool down.

  • Supplying ORS (oral rehydration solution) packets to all workers to aid in electrolyte balance and recovery.

Additionally, health officials across the state have been instructed to remain on high alert and fully prepared to handle any heat-related cases that may arise. This includes setting up emergency response teams, stocking necessary medical supplies, and conducting awareness campaigns to educate the public and workers about heatstroke symptoms and prevention strategies.
