The Odisha Government High School NPS Teachers' Association has appealed to the state government to permit multiple inter-district mutual transfers for secondary Trained Graduate Teachers (TGTs), arguing that the existing policy allowing only one such transfer is causing significant hardship and mental stress among educators.
Memorandum submitted to Chief Minister and Minister
In a memorandum presented to Chief Minister Mohan Charan Majhi and School and Mass Education Minister Nityananda Gond on Wednesday, the association requested the inclusion of a provision in the 2026-27 transfer guidelines that would allow a second inter-district mutual transfer for TGT teachers. The association highlighted that employees from other state cadres can avail multiple inter-district mutual transfers during their service, whereas TGT teachers in PCM, CBZ, and arts streams under the school and mass education department are restricted to just one transfer throughout their careers.
Difficulties faced by teachers
The association pointed out that this restriction has created severe difficulties for many teachers posted far from their home districts, especially those who need to care for elderly and ailing parents. Association President Pradeepta Kumar Pradhan stated, 'Many teachers who were transferred last year are still unable to return to their home districts. This has created emotional and mental stress among them.'
Mutual transfers without administrative disruption
The teachers' body also argued that allowing mutual transfers would not create surplus staff or lead to vacancies in any district or school, as such transfers are based on mutual exchange between two teachers. Pradhan emphasized that the demand aims to ensure the welfare of teachers while maintaining administrative balance in schools.
