Odisha Announces Major Shift from LPG to Piped Natural Gas for Urban Households

In a transformative development for domestic fuel supply in the state, Odisha's Food Supplies and Consumer Welfare Minister, Krushna Chandra Patra, declared on Thursday that piped natural gas (PNG) connections will be universally extended to all household consumers across urban clusters. This strategic initiative aims to effectively replace traditional LPG cylinders for city residents, marking a significant evolution in the state's cooking gas infrastructure.

High-Level Meeting Sets the Stage for PNG Rollout

The announcement followed a crucial high-level meeting where Minister Patra engaged with representatives from various oil marketing companies (OMCs) to meticulously review the implementation blueprint and address pressing concerns regarding fuel availability. Patra emphasized that PNG presents a superior alternative to LPG, offering enhanced reliability, greater cost-effectiveness, and improved convenience for consumers. He highlighted that LPG is currently approximately 13% more expensive than piped gas, making the transition economically advantageous.

"All households in urban areas will be connected to the PNG network in a phased manner," stated the minister. "Once PNG connections are provided, these households will no longer be eligible for LPG cylinder supplies. The move will reduce dependence on cylinders and streamline the fuel distribution system."

Combatting Misuse and Ensuring Genuine Benefits

To prevent misuse and curb black-marketing of LPG, Minister Patra announced that all existing LPG consumers must complete e-KYC verification at the earliest opportunity. Officials clarified that this digital verification process will help identify ineligible connections, ensuring that subsidies and supplies are directed exclusively to legitimate beneficiaries. This measure is designed to enhance transparency and efficiency within the fuel distribution framework.

Addressing Global Supply Disruptions and Enhancing Resilience

The renewed emphasis on expanding PNG infrastructure gains critical importance against the backdrop of intermittent LPG supply disruptions linked to the ongoing West Asia conflict, which has adversely impacted global energy logistics. Officials asserted that a broader PNG network will insulate urban consumers from such external shocks, providing a more stable and dependable fuel source.

Accelerated Infrastructure Development and Urban Expansion

OMCs have received directives to fast-track PNG infrastructure development, with particular focus on larger cities such as Bhubaneswar and Cuttack, where network expansion is already progressing. "Modalities are being finalised for extending the network to other urban clusters in a time-bound manner," Patra affirmed.

Officials present at the meeting projected that the transition to PNG is expected to yield multiple benefits, including:

  • Reduced scope for irregularities in the LPG supply chain
  • Uninterrupted gas supply for urban consumers

Bhubaneswar Leads the Way in PNG Adoption

Notably, Bhubaneswar has already made substantial progress in introducing PNG connections for households. Residents in localities such as Sailashree Vihar, Niladri Vihar, and Chandrasekhapur have successfully transitioned to PNG, completely abandoning LPG for their daily cooking needs. This serves as a model for other urban areas slated for similar upgrades.

This comprehensive shift underscores Odisha's commitment to modernizing its energy infrastructure, enhancing consumer welfare, and building resilience against global market volatilities.
