Panvel Civic Body Cancels Controversial Land Lease to Political Family's Trust

The Panvel Municipal Corporation (PCMC) has officially withdrawn its contentious proposal to hand over a prime 5,000 square meter plot, valued at approximately Rs 200 crore, to an educational trust managed by a prominent political family for a 30-year lease period. This decision comes after intense opposition from various political factions during a recent general body meeting, highlighting concerns over public land allocation and transparency.

Strong Opposition Halts Proposal

Members of opposition parties, including the Peasants and Workers Party (PWP), Shiv Sena (UBT), and Congress, vehemently opposed the move. They questioned the rationale behind leasing such a valuable plot, originally reserved for a civic school and playground, to a private educational trust at what they termed a "throwaway price." The proposed monthly lease rent was set at a mere Rs 56,604, sparking outrage among critics.

Opposition leaders argued that the PCMC, with an annual budget of Rs 4,853 crore, should be capable of constructing a school on its own without resorting to such leases. Haresh Keni, a Congress leader, emphasized during the debate, "The plot is now worth Rs 150 crore to Rs 200 crore. Can't the PCMC with its substantial budget build a school itself? What is the necessity of handing over this land? Will the trust provide free education to underprivileged students?"

Historical Context and Political Connections

The plot, located near Vadale talao, has a nearly 22-year-old history of controversy. It was initially proposed in November 2004 by the then Panvel Municipal Council (PMC) to be transferred to the Janardan Bhagat Shikshan Prasarak Sanstha, an educational trust whose founder chairman was former MP Ram Thakur. At that time, the state urban development department rejected the proposal.

With the formation of the PCMC, the proposal resurfaced, aiming to lease the land to the same trust at a low cost for three decades. Ram Thakur's family holds significant political influence, with his son, Prashant Thakur, serving as the current BJP MLA, and another son, Paresh Thakur, acting as a sitting corporator. Paresh Thakur had offered to donate Rs 10 crore towards the school's development, adding another layer to the political dynamics.

Future Plans and Compromise

Following the withdrawal, the PCMC has decided to develop the plot itself as a school, which will be named after ex-MP Ram Thakur. This naming was accepted by opposition leaders as a compromise, acknowledging his contributions while ensuring public control over the land. Mayor Nitin Patil directed the administration to prepare a fresh proposal for the next general body meeting, focusing on utilizing the land for public educational purposes without private lease agreements.

The opposition also raised broader issues, noting that the PCMC continues to struggle in acquiring land plots from the City and Industrial Development Corporation (CIDCO) for public use, making the proposed lease even more contentious. This incident underscores ongoing challenges in urban governance and land management in rapidly developing areas like Navi Mumbai.
