Punjab Congress Delegation Raises Constitutional Issue with Governor Over Delayed Audit Reports
A delegation from the Punjab Congress Legislature Party, under the leadership of Opposition Leader Partap Singh Bajwa, held a significant meeting with Punjab Governor Gulab Chand Kataria at Raj Bhavan in Chandigarh. The primary agenda of this meeting was to address the critical issue of pending Comptroller and Auditor General (CAG) audit reports that have not yet been presented before the Punjab legislative assembly.
Delegation Composition and Key Concerns
The delegation included prominent members such as Deputy CLP Leader Aruna Chaudhry, MLA Rana Gurjeet Singh, and MLA Barindermeet Singh Pahra. During the discussion, Bajwa emphasized the serious constitutional concerns stemming from the failure to lay the finance accounts, appropriation accounts, and relevant CAG audit reports for the financial years 2023-24 and 2024-25 before the Punjab Vidhan Sabha.
Bajwa stated, "The Constitution explicitly mandates that the reports of the Comptroller and Auditor General relating to the accounts of a state must be placed before the state legislature. Without these audited financial documents, meaningful scrutiny of the government's financial management by the assembly cannot take place."
Importance of Financial Transparency and Accountability
He further elaborated that transparency and accountability in public finances are fundamental pillars of democratic governance. The legislature must be provided with the opportunity to examine audited financial records to fulfill its oversight role effectively. This ensures that public funds are managed responsibly and in accordance with legal and constitutional provisions.
Urgent Appeal to the Governor
The Congress delegation urged Governor Gulab Chand Kataria to take immediate action to ensure that the pending finance accounts, appropriation accounts, and audit reports are laid before the Punjab legislative assembly without any further delay. This step is crucial to uphold constitutional propriety and maintain robust legislative oversight over public finances, thereby safeguarding the democratic process and public trust.
