Punjab HC Orders DA Release, Bajwa Criticizes AAP Government

Punjab High Court Directs Government to Release Pending Dearness Allowance Instalments

In a significant development, the Punjab and Haryana High Court has issued a directive to the Punjab government, ordering the release of five pending instalments of Dearness Allowance (DA) for employees and pensioners. The court has set a clear deadline of June 30, 2026, for the payment of these arrears, providing much-needed financial relief to lakhs of affected individuals across the state.

Congress Leader Welcomes Court Order as Justice for Employees

Leader of the Opposition in the Punjab Assembly, Partap Singh Bajwa, has warmly welcomed the high court's decision, describing it as a "long overdue step towards justice after betrayal of employees by the AAP government." The senior Congress leader emphasized that this ruling represents a clear vindication of the persistent struggle undertaken by employees and pensioners who refused to abandon their fight for their rightful dues.

"This is a clear vindication of their struggle and a reminder that despite being repeatedly betrayed, employees did not give up their fight for justice," Bajwa stated, highlighting the resilience of the workforce in the face of governmental neglect.

Allegations of Government Betrayal and Broken Promises

Bajwa launched a sharp critique against the Bhagwant Mann-led Aam Aadmi Party (AAP) government, accusing it of consistently failing to honor its commitments to the state's employees. He pointed to multiple instances where the government has allegedly reneged on its promises, creating a climate of distrust and frustration.

  • Delayed DA Payments: The government has been accused of unnecessarily postponing the disbursement of Dearness Allowance, causing financial hardship to employees and pensioners.
  • Backtracking on Old Pension Scheme: Despite issuing official notifications, the AAP government has reportedly failed to implement the Old Pension Scheme, further eroding confidence among the workforce.

"From delaying the DA to backtracking on the Old Pension Scheme despite issuing notifications, this government has repeatedly betrayed the trust of employees," Bajwa asserted, underscoring a pattern of unfulfilled assurances.

Concerns Over Potential Government Delay Tactics

Expressing serious apprehensions, Bajwa cautioned that the Punjab government might attempt to circumvent the high court's order through various legal maneuvers. He specifically warned that the administration could explore options to delay implementation, potentially undermining the timely relief intended by the judiciary.

  1. Approaching a Division Bench: The government might file an appeal before a Division Bench of the high court to challenge the current ruling.
  2. Filing a Special Leave Petition (SLP): There is a possibility that the state could approach the Supreme Court through an SLP, seeking to overturn or modify the order.

"There is a well-founded apprehension that instead of implementing the high court's order sincerely, the government may once again resort to delay tactics and legal evasion," Bajwa cautioned, highlighting the need for vigilant monitoring of the government's actions.

Criticism of Government's Committee Formation

Bajwa took strong exception to the Punjab government's recent decision to reconstitute a cabinet sub-committee, tasked with reviewing the DA issue. The committee, led by Finance Minister Harpal Cheema and including ministers Aman Arora and Dr. Baljit Kaur, has been criticized as another stalling tactic rather than a genuine effort to resolve the matter.

"A fresh gazette, but the same old evasion. Employees and pensioners have already been forced to knock on the doors of the court, and now their legitimate claims are being buried under committees and paperwork in the name of financial constraints," he remarked, accusing the government of bureaucratic obstruction.

Congress Party's Firm Stand with Employees

Reaffirming the commitment of the Punjab Congress, Bajwa declared that his party stands firmly with the employees and pensioners, pledging to ensure that their rights are protected and justice is served. The Qadian legislator emphasized that while justice has been delayed, testing the patience of many, it must not be denied.

"Justice delayed has already tested their patience. Justice denied will not be tolerated," he added, signaling ongoing political support for the cause of the state's workforce.

The high court's directive marks a pivotal moment in the ongoing dispute over DA payments, with political tensions escalating as the Congress opposition holds the AAP government accountable for its handling of employee welfare issues.
