Punjab Government's Historic Road Infrastructure Initiative

In a significant move to transform Punjab's transportation network, Chief Minister Bhagwant Mann has announced a massive road construction programme that will span the entire state. The ambitious project, valued at Rs 16,209 crore, aims to construct and upgrade 44,920 kilometers of roads across villages, towns, and cities.

The announcement came during a press conference on Saturday, where the Chief Minister revealed that the extensive infrastructure initiative will be completed by the end of next year. This represents the largest road construction undertaking in Punjab's history, with a strong emphasis on quality and longevity through innovative accountability measures.

Comprehensive Survey and Quality Assurance

Mann explained that the state government conducted an extensive survey of all roads to identify stretches requiring repairs, widening, or complete upgrades. What sets this initiative apart is the inclusion of a five-year maintenance clause for all constructed roads, ensuring contractors remain accountable for their work long after completion.

The payment mechanism introduces a revolutionary approach to quality control. Contractors will receive payment only after all villages connected by a particular road pass a resolution expressing satisfaction with the work quality. Additionally, citizens dissatisfied with road quality can post videos of problematic sections, which the government will verify and address.

Road construction standards will include world-class safety features such as luminous lane and edge markings to enhance nighttime visibility and overall road safety.

Existing Projects and Flood Impact

The Chief Minister highlighted that the state government has already undertaken construction of 19,373 kilometers of rural link roads at a cost of Rs 4,092 crore. This project officially commenced on October 17 at Tarn Taran, marking the beginning of Punjab's infrastructure transformation.

However, the unprecedented devastation caused by floods this year significantly eroded connectivity and mobility in affected areas. The administration has been inundated with requests for high-quality roads across all cities and villages, accelerating the need for this comprehensive programme.

Strict Monitoring and Accountability Measures

Mann emphasized that the 'chief minister's flying squad' continues to closely monitor road quality across the state. Following complaints about substandard materials, the government has already cancelled contracts of some contractors.

The Chief Minister issued a stern warning that strict action will be taken against any contractor found involved in poor-quality work or any government employee complicit in such activities. This zero-tolerance approach aims to ensure that public funds are utilized effectively and citizens receive the quality infrastructure they deserve.

Funding Challenges and Political Dimensions

In a significant revelation, Mann stated that Punjab has not received a single rupee of the Rural Development Fund (RDF) from the Central government. The state government is constructing all these roads using its own funds, despite the historical utilization of RDF funds by Punjab Mandi Board for maintaining rural road networks, particularly stretches connecting to grain markets.

The Chief Minister also accused the Centre of failing to release even a single rupee from the Rs 1,600 crore special package announced for the state. He criticized BJP leaders for making false claims about fund disbursement, clarifying that the funds they reference are part of regular central schemes that Punjab would have received regardless of flood situations.

Responding to questions about Union Agriculture Minister Shivraj Singh Chouhan's recent visit to Moga and Jalandhar, Mann remarked that Central ministers visit Punjab "like tourists" who enjoy local cuisine but fail to deliver substantial support. He asserted that only the Prime Minister and Union Home Minister make meaningful decisions regarding state support.
