Rajasthan Chief Minister Launches Comprehensive Gram-Ward Development Campaign
In a significant move aimed at grassroots empowerment, Rajasthan Chief Minister Bhajan Lal Sharma officially inaugurated the 'Mukhyamantri Viksit Gram-Ward Abhiyan' on Thursday, coinciding with Rajasthan Day celebrations. This ambitious campaign is designed to formulate detailed development roadmaps for every gram panchayat and urban ward across the state, meticulously aligning with local aspirations and community needs.
Transforming Development into a Mass Movement
While launching the campaign's dedicated website and an explanatory video, Chief Minister Sharma articulated a visionary perspective. He described this initiative as a crucial step towards transforming development into a mass movement, fundamentally driven by broad-based public participation. The overarching goal is to construct a "Viksit Rajasthan" (Developed Rajasthan) from the ground up.
"This campaign aims to connect the new vision of development, spanning from our villages to urban wards, directly with the people's involvement," Sharma stated. He emphasized that the program is intended to serve as a comprehensive medium for the holistic development of villages while simultaneously improving individual livelihoods.
Strategic Framework and Implementation Timeline
The campaign, which will run continuously until May 15, operationalizes a key budgetary announcement. Under this program, the state government will prepare master plans at both the gram panchayat and urban ward levels. "In this sequence, this campaign will give concrete shape to the development roadmap in accordance with the aspirations of local people," the Chief Minister affirmed.
The strategic implementation will commence with the first Gram Sabha in gram panchayats and Ward Sabha in urban wards, scheduled for March 20. These initial assemblies will be dedicated to explaining the campaign's framework and objectives to the public. Subsequent meetings will be conducted in phased intervals to ensure sustained engagement and progress.
Comprehensive Master Plans for Sustainable Growth
Chief Minister Sharma outlined that the master plans must encompass a wide spectrum of elements to ensure sustainable and balanced growth. The plans are to cover not only essential infrastructure but also local resources, traditional skills, and employment opportunities. This integrated approach is specifically designed to help curb migration to cities and maintain a healthy population balance in rural areas.
"Each village's unique assets—be it agriculture, flora, minerals, traditional arts, and local industries—must be thoroughly identified and documented," Sharma directed. He placed special emphasis on developing processing units, mandis (marketplaces), and adding value in agriculture-based sectors. These measures are pivotal for raising household incomes and generating local employment, thereby fostering economic self-reliance.
Socio-Economic Profiling and Public Consultation
A cornerstone of the campaign involves creating a detailed socio-economic profile for every village. This profile will systematically cover critical areas including:
- Education facilities and literacy rates
- Healthcare access and services
- Road connectivity and transportation
- Electricity supply and reliability
- Water availability and sanitation
- Employment opportunities and skill gaps
To ensure these profiles are accurate and reflective of ground realities, Sharma issued clear instructions to district collectors. They are to actively engage in dialogue with key community stakeholders—farmers, youth, and women—in each village to solicit their suggestions and insights.
Leveraging Technology and Community Institutions
The campaign will harness technology for efficient planning and transparency. Panchayat- and ward-level teams will compile extensive databases through systematic public consultations. These efforts will be supported by dynamic profiles and GIS-based base maps, facilitating evidence-based planning through a dedicated online portal.
Furthermore, the Chief Minister advocated for the formation of local groups, inspired by successful models like Rajeevika and cooperative societies. He also suggested creating teams of enthusiastic youth within gram panchayats to actively participate in planning and implementation processes, ensuring fresh perspectives and energy are integrated into development works.
Building on Economic Progress
Highlighting the state's recent economic advancements, Chief Minister Sharma noted, "Due to these concerted efforts of the state government, the per capita income in Rajasthan has increased significantly and has crossed the Rs 2 lakh mark for the first time." The Viksit Gram-Ward Abhiyan is positioned as the next strategic phase to build upon this momentum, ensuring that developmental gains are equitably distributed and deeply rooted in local governance and community aspirations.
