The Ranchi Municipal Corporation (RMC) has significantly escalated its enforcement actions against unlicensed hostels, lodges, and banquet halls operating within the city limits. In a decisive move, the civic body has issued a firm directive requiring all operators of such establishments to obtain mandatory licenses by March 15, 2025. Failure to comply will result in strict punitive measures, including substantial fines, immediate sealing of premises, and potential legal proceedings under the provisions of the Jharkhand Municipal Act, 2011.
Official Directives and Compliance Requirements
RMC officials formally issued these directives on Sunday, specifically targeting operators of dharamshalas, marriage halls, banquet halls, lodges, and various types of hostels. The corporation has emphasized that obtaining proper licenses is non-negotiable and must be accompanied by full compliance with all prescribed safety norms, approved building plans, and existing civic regulations. RMC Administrator Sushant Gaurav has personally directed municipal officials to verify that every establishment possesses valid commercial holdings, trade licenses, and properly sanctioned building plans before any operational permissions are granted.
"Public safety is our paramount concern," stated Administrator Gaurav. "It is imperative that all facilities, including fire safety equipment, functional CCTV camera systems, clearly designated entry and exit points, and adequate parking arrangements, are thoroughly ensured prior to the issuance of any license. These are not optional features but fundamental requirements for protecting citizens."
Strict Penalties for Non-Compliance
The civic body has issued explicit warnings that establishments found operating without the necessary permits will face severe consequences. Specific attention has been drawn to hotels and banquet halls that function without designated and sufficient parking spaces for patrons; such venues are subject to immediate sealing actions by RMC enforcement teams. The legal framework empowers the corporation to initiate proceedings that could lead to prolonged operational shutdowns and significant financial penalties for violators.
Alarming Disparity in Registered vs. Actual Numbers
Internal data from the Ranchi Municipal Corporation, last updated in September 2025, reveals a startling gap between officially registered establishments and the estimated actual number operating in the city. According to these records, only approximately 130 hostels are formally registered with the civic authorities. However, municipal estimates suggest the true number of such facilities, including unlicensed operations, exceeds 5,000. This vast discrepancy highlights the scale of the regulatory challenge and underscores the urgency of the current crackdown initiative.
Industry Response and Appeal for Time
In response to the stringent deadline, some operators within the hospitality and lodging sector have appealed for more time to achieve full compliance. Mangal Das, a local banquet hall owner, publicly urged the municipal corporation to consider extending the compliance period, citing the practical challenges and procedural complexities involved in securing all necessary approvals and upgrading facilities to meet the new standards. The RMC, however, has maintained its firm stance on the March 15 deadline, emphasizing the critical importance of regulatory adherence for urban safety and orderly development.
