In a significant move to preserve the heritage character of Leh city while enhancing urban infrastructure and visitor experience, Lieutenant Governor Vinai Kumar Saxena has approved a comprehensive project for the upgrade and beautification of old Leh town.
Key Infrastructure Works
The approved works include the construction of multipurpose trenches and common utility ducts for underground placement of overhead electric cables, sewerage lines, water supply networks, and communication cables. Additionally, public amenities and beautification efforts around the historic Leh Palace are part of the plan.
Heritage-Compatible Development
The project focuses on developing heritage-compatible pedestrian footpaths, façade improvements, parking facilities, ornamental lighting, and benches that align with local architecture. Flower pots, heritage-style signage, way-finding infrastructure, and other public amenities are also included to enhance the overall visitor experience in the old town.
Timeline and Cost
The initiative follows the L-G's directives on March 15, just two days after he assumed office, for a complete makeover of old Leh town. The works are expected to be completed by September at an estimated cost of Rs 7.62 crore.
Background and Vision
During his visit to old Leh town on March 15, the L-G instructed concerned departments to prepare a comprehensive plan addressing sanitation, infrastructure improvement, utility management, and urban development in this historic area, which is a major heritage and tourist zone. He noted issues such as broken pavements, dug-up streets, haphazard construction, drainage in the middle of streets, and overhanging electric wires that marred the area's aesthetics and caused inconvenience to visitors and locals.
A spokesperson stated, "The initiative aligns with the L-G's vision of transforming Leh into a clean, organised, pedestrian-friendly, and world-class tourist destination while preserving its unique heritage and architectural character. The project aims to provide a sustainable, long-term solution for coordinated utility management, minimising repeated excavation works and promoting environmentally sensitive urban infrastructure in the heritage area."
The L-G remarked, "Old Leh town is the cultural and historical heart of Ladakh and one of the most iconic heritage precincts in the Himalayas. Our endeavour is to preserve its unique character while providing modern, efficient, and sustainable urban infrastructure. This project will not only improve public utility services and pedestrian facilities but also enhance the overall experience of residents and visitors. It is a major step towards creating a clean, organised, heritage-sensitive, and tourist-friendly urban environment that reflects the rich legacy of Ladakh while meeting the aspirations of a modern society."
