According to official sources, Telangana was originally slated to receive a total of Rs 3,000 crore in grants from the 15th Finance Commission for the financial years 2024-25 and 2025-26. However, the central government withheld these funds due to the absence of elected bodies in rural local governance structures. Established norms mandate that elected representatives must be in office for the release of such development grants.

A senior official from the panchayat raj department disclosed that out of the total allocation, approximately Rs 2,450 crore was designated specifically for gram panchayats. The remaining Rs 550 crore was contingent upon the successful completion of MPTC and ZPTC elections before the conclusion of the 2025-26 fiscal year.

State's Assurance and Central Government's Stance

When the Telangana government initially planned to organize elections for rural local bodies, officials from the panchayat raj department engaged with central authorities. They provided assurances that elected bodies would be established promptly. In response, central government officials emphasized a strict policy: earmarked funds would only be disbursed if duly elected bodies were operational.

Following the assumption of office by elected representatives in other capacities, the Centre commenced the release of pending grants to gram panchayats. Unfortunately, the funds allocated for MPTCs and ZPTCs have now lapsed irrevocably due to the state's inability to conduct these elections by the March 31 cutoff.

Irreversible Loss and Missed Opportunities

An official highlighted the finality of the situation, noting that the term of the 15th Finance Commission itself concluded on March 31. Consequently, there is absolutely no possibility of securing the Rs 550 crore grant at this stage. This represents a permanent loss of resources intended for rural infrastructure and community development projects across Telangana.

The state government had previously proposed conducting MPTC and ZPTC polls in March or April of this year. However, these plans were deferred to prevent scheduling conflicts with several important events:

  • SSC and intermediate examinations
  • The state assembly's budget session in March

Future Election Timeline and Political Implications

Despite the financial loss, election preparations continue. A senior Congress leader indicated that polls for 565 ZPTCs and 5,749 MPTCs are now likely to be scheduled for July or August. This delay, while avoiding academic and legislative disruptions, has come at a substantial cost to the state's rural development funding.

The lapse of Rs 550 crore underscores the critical importance of timely administrative actions in securing central financial support.
