Telangana Government Proposes Free MMTS Train Travel for All Passengers in Hyderabad
In a significant expansion of its public transport initiatives, the Telangana government has decided to extend free travel benefits to the city's Multi-Modal Transport System (MMTS) train services. This move comes after the successful implementation of free bus travel for women across the state under the Maha Lakshmi Scheme.
First City in India to Offer Free Local Train Travel
If approved, Hyderabad will become the first city in India to provide completely free travel on local train services. Unlike the existing free bus travel program which is restricted to women, girls, and transgender passengers, the proposed MMTS scheme would be available to all passengers regardless of gender.
The state government has formally written to South Central Railway (SCR) seeking approval to implement this initiative. According to officials, SCR has responded favorably in principle but has requested detailed guidelines and a memorandum of understanding before proceeding with implementation.
Target Launch on Telangana Formation Day
State officials are aiming to launch the free MMTS travel scheme on June 2, which marks Telangana Formation Day. The initiative has been designed with dual objectives: to revive the underutilized MMTS network and to address worsening traffic congestion in Hyderabad.
"We have sent a proposal to SCR general manager to cut down traffic and boost ridership on MMTS, much like what we achieved with TGSRTC buses. Their response has been encouraging. This could transform public transport usage, with more commuters shifting away from private vehicles," said Jayesh Rajan, special chief secretary of the municipal administration and urban development department.
Operational Details and Financial Model
The proposed scheme would follow a similar model to the existing free bus travel program. Under this system:
- SCR would issue tickets without charging passengers
- The state government would reimburse fares based on ridership data
- Zero-value tickets would indicate journey details
Currently, MMTS fares typically range between ₹5 and ₹15 depending on the destination. The government's reimbursement would cover these costs for all passengers.
Current MMTS Operations and Challenges
MMTS trains currently operate on three main routes:
- Ghatkesar-Lingampally-Ramachandrapuram
- Umdanagar-Medchal
- Hyderabad-Lingampally-Umdanagar
Approximately 88 services run daily, carrying between 40,000 to 45,000 passengers. This represents a significant decline from pre-pandemic levels when the network handled close to 1.6 lakh commuters across nearly 120 services.
Officials attribute the ridership drop to several factors:
- Expansion of Metro rail services
- Availability of free bus travel for women
- General shift in commuting patterns post-pandemic
Next Steps and Approval Process
A senior SCR officer explained the approval process: "Once the state finalises operational guidelines, we will study the proposal, make any necessary corrections, and assess its feasibility. After that, it will be forwarded to the ministry of railways for approval. If the Centre clears it, the plan can be implemented."
Officials believe the free travel scheme could significantly boost MMTS usage, especially as buses and Metro trains remain overcrowded on working days and road congestion continues to worsen in Hyderabad. The initiative represents a comprehensive approach to urban mobility challenges, potentially setting a precedent for other Indian cities facing similar transportation issues.
