In a significant move to address mounting tax arrears, the Thane Municipal Corporation (TMC) has launched a new scheme granting substantial relief to property tax defaulters. The initiative offers a 90% waiver on penalty amounts for those who clear their pending dues, aiming to boost recovery efforts as the fiscal year draws to a close.

Mayor Announces Scheme Following High-Level Consultations

Thane Mayor Sharmila Pimplolkar recently announced the scheme after extensive consultations with key officials. The administration sought guidance from Deputy Chief Minister Eknath Shinde and Municipal Commissioner Saurabh Rao before finalizing the decision. Officials stated that the primary objective is to alleviate the financial burden on defaulters while maximizing tax collection for the corporation.

"The announcement was made with the aim of easing the burden of penalties on the defaulters," officials confirmed, highlighting the collaborative approach behind the policy.

Financial Implications and Recovery Targets

Under the newly introduced plan, residential property owners who settle their outstanding tax liabilities will only need to pay 10% of the penalty amount, with the remaining 90% being waived. This comes as the corporation faces substantial financial challenges.

  • Current tax arrears stand at approximately Rs 308 crore.
  • Penalty amounts on these arrears are estimated at Rs 191 crore.
  • With the 90% waiver, TMC could potentially lose around Rs 172 crore in penalty revenue if all defaulters participate.

An official explained, "Provided all the defaulters utilise this scheme and pay their dues, we end up losing roughly Rs 172 crore collectively. However, this is a strategic move to recover the principal tax amount."

The corporation has set an ambitious recovery target of Rs 840 crore for property tax in the 2026-26 fiscal year. To date, Rs 670 crore has already been collected, but officials acknowledge a significant deficit due to widespread defaults. With the fiscal year ending soon, this scheme represents a critical effort to enhance recovery rates.

Payment Options and Public Response

TMC has streamlined payment processes to facilitate easier compliance. Taxpayers can choose from multiple convenient methods:

  1. In-person payments at all ward-level collection centers during specified hours: 10:30 AM to 5 PM on working days, and 10:30 AM to 4 PM on weekends and public holidays.
  2. Online payments through the official TMC website or via UPI applications.
  3. Digital assistance through newly introduced WhatsApp and chatbot systems designed to simplify transactions and provide guidance.

Despite these measures, the scheme has sparked mixed reactions among residents. Some alert citizens have raised concerns about fairness, arguing that the provision may be unjust to those who consistently pay their bills on time. This debate highlights the balancing act between encouraging compliance and maintaining equity in municipal tax policies.
