The proposal includes special incentives for industries that employ at least 75% women or operate as fully women-led enterprises.

Singh cited national schemes such as Pradhan Mantri Ujjwala Yojana, Pradhan Mantri Jan Dhan Yojana, Pradhan Mantri Mudra Yojana, and Beti Bachao Beti Padhao. He suggested that convergence with state policies could accelerate inclusive industrialization.
