UP PAC Conference Charts Course for Modernisation & Efficiency

The headquarters of the Uttar Pradesh Provincial Armed Constabulary (PAC) in Lucknow was the venue for a significant high-level conference on Thursday, organised to mark the force's Foundation Day. The gathering brought together senior officers and commandants to deliberate on crucial strategies for strengthening the semi-military force.

Leadership Charts the Path Forward

The conference was chaired by Additional Director General (PAC) R.K. Swarnkar, with Director General of Police, Uttar Pradesh, Rajeev Krishna, attending as the chief guest. Senior officers posted across PAC zones, sectors, and battalions actively participated in the day-long interaction. The programme commenced on a ceremonial note with the rendition of the PAC song, followed by a series of detailed thematic presentations by battalion commandants and other senior officials.

Key Focus Areas and Actionable Presentations

The presentations covered a wide spectrum of operational and administrative domains, forming a comprehensive roadmap for the force's development. Central themes included:

  • Enhancing professional training to boost operational efficiency in the field.
  • Integrating advanced technology into daily PAC operations and modernising processes.
  • Developing legal strategies to manage and reduce the increasing number of writ petitions.
  • Ensuring quality in the execution and maintenance of infrastructure and construction projects.
  • Streamlining procurement by effectively utilising the Government e-Marketplace (GeM) portal.
  • Addressing the mental health and wellness of PAC personnel.
  • Implementing reforms in Recruit Training Centres (RTCs) and tackling challenges in police modern schools.

ADG PAC R.K. Swarnkar issued clear directives, emphasising that the insights from these presentations must translate into concrete, time-bound actions to ensure visible improvements on the ground.

DGP Emphasises Training and Leadership

In his address, DGP Rajeev Krishna highlighted the unique and pivotal role of the PAC as the state's sole semi-military force and a critical pillar of internal security. He acknowledged that every organisation has its inherent strengths and limitations, but stressed that effective leadership must consistently work to bolster capabilities and systematically address weaknesses.

Krishna identified practical and result-oriented training as the most potent tool for maintaining the force's operational readiness. He underscored that training programmes must be meticulously aligned with real-life scenarios to prepare personnel effectively for the challenges they face.

The conference concluded with a reinforced commitment to transforming the PAC into a more technologically adept, efficiently managed, and professionally robust force, ready to meet the evolving demands of law and order in Uttar Pradesh.
