UP Voter Registration Set to Surpass 13 Crore Mark Amid Revision Drive

In a significant development for India's electoral landscape, the total number of registered voters in Uttar Pradesh, the country's most populous state, is poised to cross the 13-crore threshold. This milestone follows a substantial surge in new applications filed during the 2026 Summary Revision (SIR) of voter rolls. However, the current figure represents a notable decline of 2.4 crore compared to the count recorded on October 27, 2025, when the SIR was officially announced.

Extensive Verification Process Underway

The electoral authorities have issued a staggering 3.26 crore notices to voters for verification as part of the revision exercise. The process kicked off with the first set of notices dispatched on January 14, and hearings commenced a week later on January 21. According to Navdeep Rinwa, the state's Chief Electoral Officer (CEO), as of March 6, all notices had been generated, with 93.8%—approximately 3.06 crore—successfully served to voters.

Hearings have progressed robustly, with completion for 2.8 crore voters, accounting for 85.8% of the total cases. The remaining hearings are scheduled to conclude by March 27, ensuring the revision exercise stays on track. The Election Commission anticipates wrapping up this comprehensive process promptly, paving the way for the publication of the final electoral roll on April 10.

Deletions and Pending Applications Detailed

Providing a breakdown of deletions from the voter lists, CEO Navdeep Rinwa revealed that 44,952 names had been removed as of March 6. The primary reason for these deletions was voter migration, which accounted for 27,118 cases where individuals enrolled in new constituencies and had their names struck off from previous ones.

  • Self-initiated deletions through Form 7 totaled 10,014.
  • Deletions resulting from objections filed by others amounted to 7,820, with specific causes including 5,153 due to voter deaths, 1,728 due to residence shifts, and 932 due to duplicate enrollments.

Additionally, 2,73,188 Form 7 applications remain pending at various stages of verification and action, highlighting the ongoing nature of the revision effort.

High Engagement with Correction Forms

The revision process has also seen significant engagement with Form 8, which is used for corrections, address shifts within a constituency, replacement of voter ID cards, or marking persons with disabilities. Between January 6 and March 6, a remarkable 16.33 lakh Form 8 applications were filed. When calculated from the start of the SIR on October 27, 2025, the total number of Form 8 applications soared to 22.55 lakh, underscoring the active participation of voters in updating their details.
