Dehradun witnessed a significant political development on Friday as the long-awaited cabinet expansion in Uttarakhand finally materialized. Chief Minister Pushkar Singh Dhami's government inducted five new ministers, a strategic move coming barely a year before the Himalayan state heads to the polls in 2027.

New Faces in the Cabinet

The oath of office and secrecy was administered by Governor Lt Gen Gurmit Singh (Retd) at a ceremony held at Lok Bhawan. The newly appointed ministers include seasoned BJP members and first-time entrants, reflecting a blend of experience and fresh perspectives.

Khajan Das, the MLA from Rajpur Road in Dehradun, and Madan Kaushik, Haridwar MLA, were granted cabinet berths. Both are veteran BJP leaders with substantial political backgrounds. Khajan Das, who began his legislative journey from Dhanaulti in 2007 and later won from Rajpur Road in 2017 and 2022, previously served as sports and education minister under former Chief Minister Ramesh Pokhriyal Nishank.

Madan Kaushik, a five-time MLA from Haridwar, has held key positions including finance and parliamentary affairs minister and state BJP chief. Interestingly, he was not included in the Dhami government formed in 2022, making his induction now particularly noteworthy.

First-Time Ministers and Their Journeys

Three other BJP MLAs – Pradeep Batra from Roorkee, Ram Singh Kaira from Bhimtal, and Bharat Singh Chaudhary from Rudraprayag – took oath as ministers for the first time, marking a significant step in their political careers.

  • Bharat Singh Chaudhary took his oath in Sanskrit, highlighting his cultural roots. He started as a pradhan of Mawana gram panchayat and, after unsuccessful attempts from Karnprayag and Rudraprayag, won on a BJP ticket from Rudraprayag in 2017 and retained the seat in 2022.
  • Pradeep Batra won from Roorkee on a Congress ticket in 2012, joined the BJP in 2016, and subsequently won from the same constituency as a BJP candidate in 2017 and 2022.
  • Ram Singh Kaira contested from Bhimtal as a Congress nominee in 2012 and lost, but emerged victorious as an Independent candidate in 2017. In 2022, he secured a BJP ticket and registered his second win.

Addressing Vacancies and Regional Balance

The cabinet expansion filled three vacancies that had persisted since 2022, along with two more created by the demise of cabinet minister Chandan Ram Das and the resignation of finance minister Prem Chand Aggarwal following controversy over his remarks about Uttarakhand hills residents.

With this expansion, the cabinet now comprises eight ministers from the Garhwal region and three from Kumaon. Chief Minister Dhami himself hails from Kumaon. Given that the 2027 elections are less than a year away, this move is widely perceived as an effort to maintain a delicate Kumaon-Garhwal balance and bolster the BJP's presence in key areas.

Notably, the expansion aims to strengthen the party's base in Haridwar, where its performance was reduced to just three seats out of eleven constituencies in previous elections.

Political Reactions and Implications

Chief Minister Dhami congratulated the new ministers, stating, "Under the able leadership of the Prime Minister, our double-engine government is working with full commitment for the all-round development of Uttarakhand. The contribution of the newly appointed ministers will certainly be significant in the journey of all-round, inclusive, and all-encompassing development of the state."

In contrast, state Congress chief Ganesh Godiyal criticized the expansion, calling it "a mere formality, which has been fulfilled barely a few months before the election." This highlights the political tensions and strategic calculations at play as Uttarakhand gears up for the upcoming electoral battle.
