Varanasi Development Authority Unveils Ambitious Budget for 2026-27
The Varanasi Development Authority (VDA) has taken a bold step forward by proposing and passing an ambitious budget of Rs 2,866.20 crore for the financial year 2026-27. This significant financial plan, approved on Thursday, marks a transformative phase for the historic city, with a strong emphasis on planned urban expansion, new townships, and comprehensive infrastructure development.
Staggering Financial Growth and Projections
In a remarkable display of growth, the VDA has estimated an operational income of Rs 2,070.61 crore for 2026-27, which represents an approximately 448% increase compared to the previous financial year. On the expenditure side, a provision of Rs 2,069 crore has been made, reflecting a 343% rise from the prior year. This balanced approach aims to fuel extensive development works across the region.
Revenue Sources and Expenditure Allocation
The proposed budget identifies land sale and compensation as the largest revenue source, with estimated receipts of around Rs 1,206 crore. Additionally, approximately Rs 575 crore has been allocated under capital heads and various expansion schemes. On the expenditure front, the Rs 2,069 crore is earmarked for critical areas including development works, land acquisition, infrastructure construction, and administrative and project expenditures.
Key Initiatives and Compensation Plans
In the current financial year, the VDA is expected to distribute about Rs 1,700 crore as compensation under the Madhni, Ganjari, and Kallipur township schemes. This payment is viewed as a crucial step to accelerate these major residential and integrated development projects. Currently, the authority is actively pursuing land acquisition and project development for four significant residential projects under the Mukhyamantri Shahri Vistarikaran Yojana.
Potential for Exceeding Income Targets
Due to the rapid pace of map approval works and better monetisation of land value through new township projects, there is a strong possibility that actual income will surpass the proposed figures. This could lead to a more stable and capable financial position for the authority, providing additional momentum to development initiatives.
Historical Context and Expansion
Established on August 19, 1974, with the objective of planned and comprehensive development of Varanasi, the VDA initially covered approximately 793 square kilometres, including 635 villages along with the municipal area. In 2024, 215 new revenue villages were incorporated, expanding its development zone to 1,073 square kilometres. The authority's operational area spans both banks of the holy Ganga River, dividing it geographically and administratively.
Mission and Impact
The primary goal of the VDA is to ensure sustainable, balanced, and planned development of the region. Under its purview, it manages a wide range of projects such as road construction, sewer lines, drainage systems, residential schemes, and township development. According to VDA officials, this budget is set to play a significant role in strengthening Varanasi's rapidly expanding urbanisation, new residential townships, institutional development, and public amenities, providing new direction and momentum to planned development efforts.
In the approved revised budget for the financial year 2025-26, the authority had provisions for an income of Rs 378 crore and expenditure of Rs 468 crore, highlighting the substantial growth envisioned for the upcoming years.
