Campaigning vigorously for TVK candidates across 28 constituencies alongside alliance partner Neyam Makkal Kazhagam (NMK) contesting in two seats, Vijay methodically dismantled the credibility of Puducherry's traditional political forces. "This report, prepared by a respected late Union minister, clearly recommended full statehood for Puducherry, yet successive central governments have conveniently overlooked its implementation," he asserted, framing this as symbolic of broader political neglect.

The TVK founder presented voters with an ambitious 10-point "vision and agenda" for Puducherry's transformation, promising immediate implementation if his party secures electoral victory. Key commitments include:
- Initiating 100% legal efforts to secure full statehood without lieutenant governor interference
- Conducting local body elections within six months of assuming office
- Extending Rs 25,000 maternity financial assistance to support families
- Filling all vacant government positions to improve administrative efficiency
- Implementing 100% crop insurance coverage for farmers' protection
- Providing Rs 20 subsidy per liter of diesel for fishing communities
- Establishing Rs 25 lakh health insurance coverage per family
- Offering 200 units of free electricity for Below Poverty Line families
