Uttar Pradesh Chief Minister Yogi Adityanath has issued a clear directive to the state's police leadership: discussions from high-level forums must lead to concrete, measurable action on the ground. Addressing the concluding session of the two-day Police Manthan at the DGP Headquarters in Lucknow on Sunday, the CM stressed that the event should not remain merely a platform for deliberation.

From Deliberation to Institutionalised Action

Describing the Police Manthan as a highly significant session in the context of Vision 2047, Chief Minister Adityanath announced that it will be institutionalised as an annual calendar event. He suggested holding it in the last week of December each year. While the themes may evolve annually, the CM emphasised the need for a structured system to review progress on issues discussed in previous editions.

He directed that progress reports be regularly monitored at the level of the Director General of Police. Departmental coordination must be strengthened to identify and remove operational bottlenecks in a timely manner. The core message was a shift from ideas to practical, grassroots-level execution.

Eye-Opening Insights and Evolving Security Threats

Referring to presentations made during the conference, the Chief Minister cited an Agra case that revealed links between patterns of illegal religious conversion and emerging national security challenges. He termed the findings eye-opening and warned that similar trends could surface elsewhere, urging police forces to prepare proactively for such complex future threats.

The conference featured 11 intensive sessions covering a wide spectrum of issues, including:

  • Police station management and intelligence challenges
  • Civil defence, disaster, and crowd management
  • The role of social media and NGOs
  • Open-border vulnerabilities along Nepal
  • Counter-terrorism, narcotics trafficking, and organised crime

CM Yogi stated that these discussions reflected the changing nature of security threats and the necessity for out-of-the-box yet lawful policing.

Foundation of Security Enables Development

The Chief Minister underlined that the public perception of Uttar Pradesh has transformed over the past eight to nine years due to markedly improved law and order. He asserted that this security foundation made massive infrastructure projects possible.

Without security, expressways, airports, metro networks, rail connectivity and record investment would not have been possible, he said. He noted that UP now accounts for nearly 55% of India’s expressway network and is set to operationalise the country’s largest airport.

Highlighting key administrative reforms, CM Yogi pointed to minimal political interference, administrative stability, and longer tenures for police officers as factors enabling effective policing. He stressed that governance and welfare delivery in the state are transparent and non-discriminatory, while those defying the law face strict action.

Grassroots Connection and Modernisation Push

Stressing the irreplaceable value of human intelligence, the Chief Minister called for continuous dialogue between police officers and citizens, elected representatives, intellectuals, religious leaders, traders, and entrepreneurs. Policing cannot be done from headquarters alone. Sensitivity, communication and trust at the grassroots are our strongest tools, he stated.

On modernization, he spoke of the widespread implementation of the three new criminal laws—the Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam—calling for widespread awareness and training. He also highlighted massive infrastructure upgrades, noting that dilapidated police lines and barracks have been replaced by modern high-rise facilities across districts.

Other achievements include the reorganisation of PAC units, a significant increase in the recruitment of women personnel from 13% to 36%, and the expansion of Mission Shakti initiatives for women's safety. He called for rapid progress on cyber headquarters, standardised police commissionerate buildings, and model police stations for urban and rural areas.

Concluding the event, CM Yogi congratulated the DGP, senior officers, and award-winning police personnel. He expressed confidence that the roadmap prepared during the Police Manthan would play a critical role in safeguarding national security, strengthening public trust, and building a modern police force ready for future challenges.
