Uttar Pradesh Chief Minister Yogi Adityanath declared that a robust rule of law is the state's most significant asset, having eradicated public insecurity and cultivated a climate of trust. He made these remarks while addressing the concluding session of 'Police Manthan–2025' at the state Police Headquarters in Lucknow on Sunday.
Security as the Bedrock for Development and Investment
The Chief Minister asserted that security and a stringent legal framework have turned Uttar Pradesh into a prime destination for investors. He explained that the rule of law not only builds public confidence but also fortifies democratic institutions. Commending the police force, CM Yogi stated that the "UP model" of policing is now a topic of national discussion.
He congratulated the Director General of Police and his team for organizing the innovative Police Manthan conference and presented medals to distinguished officers. The CM also reviewed the discussions from all 11 key sessions of the two-day event.
Emphasis on Human Intelligence and Ground-Level Dialogue
Labeling human intelligence as the most potent tool, Yogi Adityanath stressed its more effective utilization. He issued directives for regular engagement between police officers and various community segments, including public representatives, religious leaders, entrepreneurs, and traders.
He pointed out that while peace committee meetings occur during festivals, consistent dialogue often lapses afterward. The CM instructed Station House Officers, beat constables, circle officers, and senior police officials to meet public representatives at least once a month, noting that no representative supports wrongdoing and that sharing ground realities with them is crucial.
"Such interactions help police understand the actual situation on the ground, as effective policing cannot be conducted solely from headquarters," he said.
Stability in Postings and Eradicating Political Interference
The Chief Minister highlighted sustained efforts to minimise political interference, granting police officers the autonomy to perform their duties effectively. He underscored the new stability in postings, where officers now typically serve at least two years in a district or range.
He contrasted this with the past era of frequent, abrupt transfers, sometimes within days or months, which prevented officers from grasping local social and geographical nuances and led to administrative chaos. "Stability brings efficiency and accountability," CM Yogi affirmed.
Sharing anecdotes from his public interactions, he mentioned that citizens often praise competent officers and express relief when corrupt officials are removed. He urged officers to use their conduct to further cement public trust.
Infrastructure Boom and Legal Overhaul
CM Yogi directly linked the state's security environment to its massive infrastructure growth. Uttar Pradesh now constitutes 55% of the country's expressways, all constructed in the last nine years, he revealed.
He listed the state's achievements: the largest air connectivity network in India, with the nation's biggest airport set for inauguration next month; a 16,000-km rail network; the highest number of cities with operational metro systems; and pioneering projects like India's first rapid rail and inland waterway.
On legal reforms, he emphasized that the new Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam, implemented since July 2023, form the backbone of a justice-centric system. He mandated that every police officer master these laws and ensure public awareness.
Vision for Smart Policing and Institutional Reforms
Referring to the Prime Minister's vision articulated at the DGP–IG Conference held in UP, Yogi Adityanath outlined the 'Smart Policing' mantra: Strict yet Sensitive, Modern and Mobile, Alert and Accountable, Reliable and Responsive, and Tech-savvy and Trained.
He stated that this framework prepares the police for future law-and-order challenges, including those related to national security and cybercrime. The insights from 55 speakers across 11 sessions at Police Manthan will serve as a key reference for future action plans, aiming to build a police force capable of supporting a Viksit Bharat by 2047.
The CM also highlighted the success of Mission Shakti, launched in 2020, and proposed providing scooters to women beat officers associated with the mission to boost their mobility. He noted a dramatic increase in women's representation in the police force, from 13% to over 36%.
Concluding, CM Yogi asserted that Police Manthan should not remain just a discussion forum but become the foundation for policy formulation. He called for the conference to be institutionalized as an annual, permanent mechanism with strict follow-up on every suggestion and decision.
