Uttar Pradesh Chief Minister Yogi Adityanath emphasised that a robust rule of law is the cornerstone of increasing public confidence in the state. He stated that effective governance can only thrive in a secure environment, which in turn fosters safe investment and realises the aspirations of the youth.
Honouring PAC's Legacy and Valour
Addressing the Foundation Day event of the Uttar Pradesh Provincial Armed Constabulary (PAC), the Chief Minister outlined the core values that should define the force: courage, discipline, devotion to duty, professional competence, and rigorous training. He inaugurated and reviewed an exhibition organised by the PAC, reflecting on its 78-year history.
CM Yogi highlighted the PAC's frontline role in maintaining internal security, managing law and order, handling disasters, overseeing major festivals, securing dignitary visits, and ensuring peaceful elections. He paid tribute to the bravery of PAC personnel, specifically recalling the 30th Battalion's role in neutralising terrorists during the December 13, 2001 Parliament attack.
He also mentioned the July 2005 terror attack at the Ram Janmabhoomi complex in Ayodhya, where a combined team of CRPF, PAC, and Uttar Pradesh Police successfully eliminated all terrorists.
Massive Modernisation and Recruitment Drive
The Chief Minister detailed sweeping reforms and enhancements made to the police force under his administration. He announced that 46 PAC companies have been revived, significantly strengthening law and order and improving Uttar Pradesh's image nationally. A comprehensive modernisation drive is ongoing, focusing on the force's strength, capabilities, training, and technology, including provisioning of modern weapons and riot-control gear.
In terms of manpower, 41,893 constables and 698 platoon commanders have been recruited into the PAC, with further recruitment processes active. The government has also provided employment to dependents of personnel who died in service. For the first time, three additional women PAC battalions have been raised, with plans for more underway.
Overall, in the past eight years, a total of 2.19 lakh personnel have been recruited into the Uttar Pradesh Police, with a 20% reservation for women. Currently, more than 44,000 women police personnel are serving in the state.
Boost to Sports, Infrastructure, and Forensic Capabilities
In a significant push for sports promotion, CM Yogi revealed that the police sports budget has been increased dramatically from Rs 70 lakh to Rs 10 crore. This investment has yielded results, with state police athletes winning 14 gold, two silver, and three bronze medals in international events in 2025, and an impressive 94 gold, 70 silver, and 111 bronze medals in national and All India Police Games.
The recruitment of 480 skilled sportspersons has been completed, with processes for 768 more posts ongoing. Under the Police Welfare Scheme, 31 Police Modern Schools are operational, and best performance awards were introduced in these schools on PAC Foundation Day.
The CM also highlighted infrastructural advancements, noting that modern high-rise buildings have replaced dilapidated police structures across Uttar Pradesh. The Commissionerate system is now functional in seven districts, and modern initiatives like cyber police stations and cyber cells have become defining features of UP Police.
Furthermore, with the establishment of the UP Forensic Institute in Lucknow, the state's forensic ecosystem has become a cutting-edge hub. 12 advanced Forensic Science Labs (FSLs) are operational, with six more under construction. The Safe City project targets have been achieved in 17 municipal corporations, and six battalions of the UPSSF are securing key installations and sensitive locations statewide.
