During his visit to Ghaziabad on Sunday, coinciding with the inauguration of the Namo Bharat corridor, Chief Minister Yogi Adityanath conducted a comprehensive review of the Harnandipuram township project. The chief minister instructed officials from the Ghaziabad Development Authority (GDA) to accelerate the land acquisition process to ensure timely progress on this significant urban development initiative.

Project Details and Funding Allocation

According to a senior GDA official, the Harnandipuram township is being developed under the CM Urban Expansion New City Promotion Scheme. The state government has allocated a substantial Rs 400 crore in funds specifically for this project, underscoring its priority in the region's infrastructure agenda.

The official elaborated that during the review meeting, Chief Minister Adityanath inquired extensively about the ongoing land acquisition progress. "Since the process of land acquisition for the township is underway, the chief minister inquired about the progress being made in that direction," the GDA official stated.

Land Acquisition Progress and New Policy Powers

To expedite new township projects under the scheme, the state government has granted the development authority board sweeping powers to change land use without requiring prior permission from the state government. This represents a significant policy shift aimed at removing bureaucratic hurdles.

In Harnandipuram specifically, approximately 80% of land currently falls under agricultural use classification. With the new policy framework in place, GDA now has enhanced authority to facilitate the necessary land use conversions for urban development purposes.

The GDA official provided specific details about the acquisition progress: "The chief minister was informed that, under the mutual agreed rate clause, registries of more than 35 hectares of land were already completed, and consent was sought from farmers for the remaining land parcels."

Phased Development Plan and Land Bank Status

GDA has structured the Harnandipuram township development in multiple phases. For the first phase, the authority has established a target to acquire 336 hectares of land from three specific villages:

  • Mathurapur
  • Shamsher
  • Nangla Feroze Mohan Nagar

Regarding the current land bank status for phase one:

  1. GDA has already executed registries for 35 hectares of land
  2. The authority has received consent from farmers for an additional 85 hectares of land
  3. LMC land will be assimilated into the project

Officials confirmed that "the land bank thus created will be good enough for the launch of the first phase of the township." This phased approach allows for systematic development while ensuring adequate land resources are secured at each stage.

The review meeting highlighted the state government's commitment to accelerating urban infrastructure projects in Ghaziabad, with the Harnandipuram township representing a key component of regional development plans under the CM Urban Expansion Scheme.
