India's Football Teams Set to Miss Asian Games Over Ranking Criteria

The Indian men's and women's football teams are facing almost certain exclusion from the upcoming Asian Games, scheduled to be held from September 19 to October 4. This development comes as the Indian Olympic Association (IOA) plans to strictly enforce the sports ministry's qualification criteria, which mandates that only teams ranked within the top-8 in Asia can be cleared to represent the country at the multisport event.

Strict Ranking Requirements for Participation

According to information obtained by TOI, the sports ministry's policy states that individual athletes must be ranked within the top-6 in Asia, while teams need to be placed within the top-8 in continental rankings to receive clearance for participation. This same selection yardstick will also apply for the Glasgow Commonwealth Games scheduled for July-August.

The current rankings present a significant hurdle for both Indian football teams. The men's team is currently placed 27th at the Asian level and holds the 141st position in the global FIFA rankings. Meanwhile, the women's team fares slightly better but still falls short of the requirement, ranked 12th in Asia and 67th globally.

Historical Context and Previous Exceptions

This situation mirrors what occurred during the last Asian Games in Hangzhou 2023, when the IOA initially refused to clear the football teams. However, on that occasion, the ministry made a special concession to allow both sides to participate. The men's team was eliminated by Saudi Arabia in the round-of-16, while the women's side exited during the group stage.

"It happened during the time of the Jakarta Asiad in 2018 when the football teams were denied permission to travel," a source familiar with the discussions revealed. "The final call will be taken by the ministry when the official contingent is decided. That is something for the future. But based on the ministry's notification, there are strong feelings that the ministry wishes to adhere to its selection policy."

IOA's Firm Stance on Qualification Standards

According to sources, the IOA has already received the long list of athletes from the All India Football Federation (AIFF), but the two teams do not qualify for selection based on their Asian rankings. During meetings between the IOA and ministry officials, as well as members of the Target Asian Games Group (TAGG), there were clear indications that the football contingent would not receive clearance.

"Though the long list of athletes has been shared by the All India Football Federation (AIFF) with the IOA, the two teams don't qualify for selection based on their Asian rankings," a source informed. "During the IOA's meetings with the ministry officials, as well as the members of the Target Asian Games Group (TAGG), there were enough indications that the football contingent won't go."

Ministry's Focus on Medal Prospects

The sports ministry's notification explicitly states that only athletes and teams with a "real chance of winning medals" are permitted to participate in continental events. The document further clarifies: "If it comes to notice of the ministry and SAI that the aim is just for participation and not aiming for excellence, such sportspersons and teams will not be approved after giving proper justification."

This policy reflects a broader shift in Indian sports administration toward prioritizing competitive excellence over mere participation, particularly in light of ambitious targets for future Olympic Games. The ministry's approach appears to be part of a larger strategy to ensure that resources are directed toward athletes and teams with genuine medal potential.

The situation highlights the ongoing challenges facing Indian football as it seeks to improve its continental standing while navigating strict qualification criteria for major multisport events. With both teams failing to meet the top-8 Asian ranking requirement, their participation in the Asian Games appears increasingly unlikely unless there is another special concession from the sports ministry.
