IBM Chief Scientist Exposes Critical Pitfalls in Sovereign AI Deployments

At the AI Everything 2026 event in Cairo, Egypt, Ruchir Puri, Chief Scientist and Vice President at IBM Research, delivered a stark warning to governments worldwide investing billions in sovereign artificial intelligence initiatives. In a fireside chat moderated by Mike Butcher, founder of Pathfounders, Puri outlined three fundamental organizational issues that frequently derail these ambitious projects, preventing them from reaching production stages.

The Three Failure Modes of Sovereign AI

Puri identified what he termed the "most often observed failure modes" in sovereign AI deployments, emphasizing that these are consistently underestimated by policymakers and technologists alike.

  1. Data Chaos and Lack of Organization: Puri pointed to the fragmented nature of government data as a primary obstacle. "Your data is in very diverse environments, very diverse formats," he explained. This seemingly simple issue becomes critical when scaling AI systems, as without robust data governance and standardization, even the most advanced infrastructure fails to deliver meaningful results. He stressed that data sovereignty is the most crucial layer in the AI stack, warning, "Not having control of your data is a disaster for AI."
  2. Mismatched Expectations and Capabilities: The second failure mode involves a disconnect between what governments expect AI to achieve and what is realistically feasible. Puri noted, "The expectations are here, the delivery is there," highlighting the need for projects that are appropriately scoped—"not too big, not too small—targeted the right way." This gap often stems from overpromising on AI's capabilities and a lack of deep understanding of implementation challenges.
  3. Cultural Resistance and Skills Friction: Perhaps the most overlooked aspect, Puri emphasized the role of organizational culture and workforce readiness. "Culture is one of the most important aspects of rolling out new technologies," he asserted. "You need to bring your workforce along with you. You cannot just shove something down their throat. It doesn't work like that." This resistance, combined with skills gaps, creates environments where well-funded projects stagnate.

Defining Sovereign AI and Its High Stakes

Puri defined Sovereign AI as "controlling your future—from infrastructure all the way up to your applications," encompassing security, compliance, and governance to create a "control plane that allows you to control your destiny." For nations like Qatar, the UAE, and Saudi Arabia, which are investing heavily in these systems, the stakes are immense. However, Puri cautioned that financial investment alone is insufficient if underlying organizational flaws persist.

Solutions: Hybrid AI and Open Ecosystems

To address these failures, Puri proposed a shift from "hybrid cloud to hybrid AI," mirroring the evolution of cloud computing. He explained, "You will have some of the frontier models, you will have some of the local models that you are running, and there are some models that you'll be running on your device as well." This approach necessitates reliance on open ecosystems rather than closed, proprietary systems to build trust. "One thing that is critically important to automation and AI is actually trust in AI," Puri said. "And trust comes from knowing what capabilities you are running."

Energy Efficiency and Strategic Patience

Puri also challenged the notion that bigger AI models are always better, drawing a provocative comparison between human intelligence and artificial general intelligence. He noted that the human brain operates on just 20 watts—the energy of an LED bulb—while a single Nvidia Blackwell B100 GPU consumes 1,200 watts. "You don't need a frontier model to write an email," he argued. "Yes, you need it for deep reasoning and research. But 95 percent of the tasks in the world can be done with much higher energy efficiency."

He advised patience, observing that "whatever is frontier today in these frontier models will be available in a smaller, open model nine months from now," suggesting strategic timing can be more valuable than rushing to deploy the latest technology.

Actionable Advice for Governments

For concrete solutions, Puri recommended a human-centric approach: "Watch out for people who are open-minded in your organization. Create the right-sized task and give it to them and empower them, and then watch the fun happen." This strategy involves identifying internal champions, assigning them well-scoped projects, and allowing success stories to build organic momentum, rather than forcing large-scale rollouts that invite resistance.

The insights from Puri's session underscore that sovereign AI success hinges not just on technological prowess but on addressing data governance, realistic goal-setting, and cultural adaptation.
