The Strategic Imperative for India's AI Policy
Since the early 2020s, the widespread adoption of generative AI has sparked competing visions across scientific, policy, and commercial spheres. Breakthroughs in large language and vision models in early 2023, coupled with advances in data processing and computational architectures, fueled narratives of transformative potential across economic sectors. However, these models have failed to address persistent challenges in reasoning and causal understanding, issues long highlighted by classical AI researchers.
The semiconductor rivalry and Taiwan-centric supply constraints have exposed the strategic limitations of an LLM-centric AI view for nations like India. If India's AI policy remains anchored solely on scaling larger neural networks hosted overseas, it risks deep technological dependence without developing robust capabilities in data engineering, evaluation, and alternative architectures. Consequently, it is imperative for India to pursue a unique form of technoeconomic strategic hedging as part of its economic diplomacy deliberations at the AI Impact Summit 2026, commencing next week.
Navigating Structural Drifts in Global AI Markets
History is replete with hype cycles across various sectors, some representing genuine progress and others driven by market dynamics and technically unsound practices aimed at capital extraction rather than durable value creation. The current AI landscape often leans toward the latter, with LLMs frequently marketed as general reasoning engines despite their limitations in robustness and verifiability.
When a handful of actors control both the technology narrative and supporting infrastructure, nations become vulnerable to hype-driven investment cycles misaligned with their development priorities. This vulnerability is evident in stock-market reactions to new model announcements, such as those linked to DeepSeek releases in January 2025 and advanced coding models in early February 2026, where expectations of disruption outpaced evidence of stable, production-grade value creation.
For India, these episodes serve as reminders that market perceptions of "frontier AI" can outpace the actual capability to solve concrete problems reliably. This mismatch is unsurprising; without clear problem definitions, data, and success metrics, no frontier model can consistently deliver value beyond demonstrations. Classical AI and cognitive science critiques further suggest that scaling current architectures alone is unlikely to yield strong compositional reasoning or robust understanding.
Thus, technoeconomic strategic hedging should not entail rejecting large models but integrating them into a broader portfolio of approaches tailored to specific domains and constraints. India's strategic question is not whether to participate in the global LLM ecosystem but how to avoid narrowing its AI ambitions to a single model class whose market narratives may overshadow technical constraints. Preparing for structural drifts requires investments in data quality, evaluation culture, and diverse architectures, enabling India to benefit from frontier systems where appropriate while maintaining autonomy to build, deploy, and scrutinize its own AI systems across critical domains.
The Purpose of Technoeconomic Hedging for Indian AI Ecosystems
Strategic autonomy without domestic capabilities in software, chips, engines, and energy leads to continued dependency. In AI, this highlights the distinction between merely consuming externally built models and infrastructure versus developing capacity across data, architectures, and deployment practices within the country.
India serves as a democratic and exploited testbed of data for the global market, with a large share of AI systems trained, fine-tuned, or evaluated on Indian data, yet modeling, evaluation, and deployment capabilities often reside elsewhere. However, India benefits from the digital nomad economy, a position China cannot replicate due to state-led data-outflow and ownership laws, despite achievements with DeepSeek.
This unique position allows India to support data localization through local storage, processing, and governance without severing ties to global AI collaboration and markets. Converting this data advantage into durable technical advantage necessitates investments not only in compute but also in data pipelines, labeling infrastructure, sectoral benchmarks, and engineering practices for testing, monitoring, and updating models in production.
A true hedge requires betting on what follows the current wave, diversifying beyond LLMs into alternative paradigms like neurocompositional methods, symbolic AI, and domain-specific systems. These architectures combine explicit structure—such as rules, knowledge graphs, and constraint solvers—with learned components, offering transparency, auditability, and stable generalization where fluent text generation is less critical. Such diversity mitigates risks of LLM saturation and fosters democratized research, reducing reliance on a single model class with known failure modes for critical applications.
Framework Inversion: A Radical Proposal for the Summit
A radical proposal for the Summit is the "Framework Inversion" principle, which prioritizes data governance as the primary framework, with AI governance as a subset. Under this inversion, issues of consent, provenance, labeling, access, and retention are addressed first; model choices then derive from what is permissible and technically appropriate for specific datasets and tasks.
This structure enforces clarity on intended use: if data cannot be collected, documented, and governed for a particular purpose, models should not be deployed for that purpose, regardless of general capabilities.
