Jammu & Kashmir Government Embraces AI to Combat Corruption
The Jammu and Kashmir Government has taken a significant step towards modernizing governance by deciding to integrate Artificial Intelligence (AI) into the investigative operations of the Anti-Corruption Bureau (ACB). This initiative aims to leverage advanced technology to enhance the efficiency and effectiveness of anti-graft probes in the region.
Formation of Technical Appraisal Committee
In a recent order issued by the General Administration Department (GAD), the government has sanctioned the constitution of a Technical Appraisal Committee (TAC). This committee is tasked with vetting a detailed proposal titled "Adoption of Artificial Intelligence (AI) in Investigative Operations in the ACB." The order references S.O. 227 dated July 9, 2021, from the Finance Department, providing the necessary authorization for this project.
Committee Composition and Responsibilities
The TAC comprises a panel of experts and senior officials from various fields, ensuring a comprehensive evaluation of the proposal. Key members include:
- Chief Executive Officer of JaKeGA as Chairperson
- State Informatics Officer, National Informatics Centre (NIC), J&K
- Prof Majid Zaman from the Department of Computer Science, University of Kashmir
- Dr Shabir Ahmed Sofi, Associate Professor, Department of Information Technology, National Institute of Technology (NIT), Srinagar
- Dr Mrinmoy Bhattacharjee, Assistant Professor, Department of Computer Science and Engineering, Indian Institute of Technology, Jammu
The Under Secretary to the Government, Information Technology Department, will serve as the Member Secretary, while the AIG (Administration), ACB Headquarters, will act as the Single Point of Contact (SPOC) for the committee.
Evaluation Parameters and Timeline
The committee is mandated to review the project across multiple critical parameters, including:
- Technical aspects to assess feasibility and implementation
- Financial considerations for budget and resource allocation
- Legal compliance to ensure adherence to regulations
- Operational efficiency for seamless integration into existing systems
Additionally, administrative aspects will be scrutinized to guarantee smooth execution. The TAC is required to submit its findings and recommendations to the Information Technology Department within a strict timeline of 45 days from its formation.
